Summary of Actions Taken
Tuesday, March 11, 2008

Presented a proclamation declaring the week of March 17 – 23, 2008, as Agriculture Week, urging all citizens to recognize this week, be mindful of the role agriculture plays in their lives, and to acknowledge the importance of agriculture to Calvert County’s viability.

Appointed William E. Burleigh, Scott Collinson, Scott A. Sinex, and Steve Zimmerman to the Environmental Commission. Commissioner Kelley directed staff to have the Commission contact the Chesapeake Biological Laboratory and  Morgan State University Estuarine Research Center to request that they designate a staff person to apply as non-voting members.

Awarded the Concession Contract for Hallowing Point Park to K. W. Concessions, of Owings, Maryland, for the bid amount of $2,800.

Awarded the Concession Contract for Dunkirk District Park to Tommy J’s Concession, of Dunkirk, Maryland, for the bid amount of $4,320.

Authorized staff to complete the grant application for $40,000 in funds from the Maryland Heritage Area Authority, with Battle Creek Nature Education Society, Inc., serving as the applicant. The initial use of these funds will be to plan an experiential learning program in agriculture and Southern Maryland agricultural heritage at the Biscoe Gray property. The cash match for the grant is currently in the capital budget for planning for the Biscoe Gray property, which does not include the money budgeted for the horse trails.

Approved Budget Adjustment 384 in the amount of $30,000 for the Spring 2008 Critical Area Reforestation Planting.

Held a public hearing to discuss the petition received from the Briarwood Drive property owners requesting the establishment of a Road Tax District for the construction of the roadway to County standards. Directed staff to move forward to a final public hearing on this matter.

Approved and authorized the President of the Board to sign the Agreement of Sale Contract for fee simple and easement acquisition for the Chaneyville Road Bridge replacement for the following four properties:  Jean Marie King property – acquisition amount:  $13,300; Thomas V. Bender and Mary K. Bender property – acquisition amount: $500; Joann Marie Roberts property – acquisition amount: $3,100; and the Lower Marlboro Citizens Association property – acquisition amount:  $3,250.

Approved and authorized the President of the Board to sign the Agreement of Sale Contract for fee simple and easement acquisition for Chesapeake Boulevard with Prince Frederick Village Limited Partnership for property located on Armory and Fairground Roads. The compensation amount for the fee simple acquisition is $72,900, and the compensation amount for the easements and vegetative screening is $37,875.

Awarded the Document Management System contract to Tower Software, of Reston, Virginia, for the bid amount of $179,211. This contract is for the implementation of a County-wide electronic document management system, allowing the County to maintain important documents electronically in an indexed, searchable, and secure system.

Approved Budget Adjustment 387 in the amount of $17,782, and authorized the President of the Board to sign the Governor’s Office on Crime Control and Prevention’s Community Service Litter Control Program Grant application. This Litter Control Program supports the Community Service Workers and inmates assigned to the worksite, providing a beneficial impact on the County roadways as well as protecting the environment, the Chesapeake Bay watershed, and the Bay.
