Presented a proclamation declaring the month of April as Month of the Young Child, commending all organizations for providing their superior initiative, leadership ability, support, and commitment for daily vital contributions to the children in our communities. Recognized the following children for their “My Favorite Place in Calvert County is…” winning posters:

Southern Maryland Electric Cooperative (SMECO) gave a presentation of their Southern Maryland Reliability Project. There have been no SMECO transmission line upgrades in 15 years and the existing 69,000 volt transmission system will not support a system failure nor be able to deliver enough power to meet the continued demands of Calvert County. SMECO intends to increase the capacity to 230 kV, providing additional capacity and creating a continuous “loop” of electricity around SMECO’s service area in order to isolate and minimize power outages. The new 30-mile power line will run south from Holland Cliff through Calvert County, cross the Patuxent River, and enter St. Mary’s County to end in Lexington Park, following the same route as the current line and staying within the existing rights-of-way. Commissioner Kelley directed staff to provide a copy of the notification letter SMECO will send out to homeowners. Commissioner Shaw directed SMECO to look at all existing substations for screening purposes.

Commissioner Stinnett directed staff to send a follow-up on the status of Boyd’s Turn Road. Commissioner Kelley directed staff to find out what the $100,000 will be used for at the Fleet Maintenance Facility.

Approved Budget Adjustment #451 in the amount of $39,100, accepting the “Starting School Ready to Learn” grant from the Maryland State Department of Education, Division of Library Development and Services for Calvert Library. Commissioner Parran directed staff to find out why this is coming through the public library and not the school system. Commissioner Kelley directed staff to find out what is meant by “a more welcoming environment for low income pre-school and English Language Learner children.”

Approved and authorized the President of the Board to sign the grant proposal to be submitted to the Governor’s Office for Children requesting $113,380 to establish a Functional Family Therapy Program in Calvert County.

Awarded Conmed, Inc., of Hanover, Maryland, the Medical Care Program for Inmates of the Calvert County Detention Center contract for the bid amount of $437,764.

Awarded Morgan Maintenance, of Lexington Park, Maryland, the Custodial Services at the Southern Community Center contract for the bid amount of $35,160. Directed staff to provide the Board with the formula used for cleaning contract costs.

Awarded Bayside Irrigation and Lighting, of Queenstown, Maryland, the Underground Irrigation System, Marley Run Recreation Area contract for the bid amount of $64,900.

Awarded Expedite Video Conferencing Services, Inc., of Westbury, New York, the Video Arraignment Equipment contract for the bid amount of $37,447.74.

Awarded Advanced Elevator Corporation, of College Park, Maryland, the Elevator Preventive Maintenance Service, Repair, and Installation contract for the formal bid amount of $14,026.56.

Held a work session regarding House Bill 1141, calling for all counties to adopt a Water Resources Element into their comprehensive plans by October 2009. Department of Planning and Zoning staff gave a presentation on their progress to date and the Board approved of staff’s direction. Commissioner Shaw directed staff to:
1.  Provide an information sheet for citizens showing what is available for them to do to help clean up the Patuxent River.
2.  Provide the Board with the amount of impervious surfaces in the Mill Creek Watershed.
3.  Provide instructions on how to make a rain barrel on the County’s website.
