Summary of Actions Taken

Presented a proclamation recognizing Mildred Hairston as Calvert County’s first librarian as well as her many other contributions to the citizens of Calvert County.

Presented a proclamation declaring the month of May as Calvert County Senior Citizens Month, in honor of all Calvert County's senior citizens for their lifetime achievements and service to the County.

Presented a proclamation declaring April 25, 2008, as Volunteer Recognition Day, honoring all who have served the senior population of Calvert County and have supported the Office on Aging throughout the past year.

Presented a proclamation declaring the week of April 27 – May 3, 2008, Covered the Uninsured Week, urging all citizens to join in raising awareness of the plight of the uninsured and to seek workable solutions to this serious and challenging problem.

The Local Government Insurance Trust (LGIT) presented the Commissioners’ with their Training Award for 2007, recognizing Calvert County’s consistency in taking advantage of LGIT-sponsored trainings and seminars, with special thanks to Bobby Fenwick and Gennie Zentgraft for their help in hosting several LGIT training seminars.

Held a public hearing and approved the request from the Board of Education for a budget adjustment to allocate $325,000 of available capital improvement funds toward other capital outlay items within the capital improvement funds.

Reappointed W. Russell Bonner and Nicholas D. Roseta, Jr., and appointed Mighel N. Jackson and Andrew Rappaport to the Employees’ Retirement Savings Plan Board of Trustees.

Appointed Dina Davis, Timothy Hayden, Kevin Michael, Terry L. Shannon, Jeff Walker, and Bruce Cropf to the Other Post Employment Benefits Trust Fund Board of Trustees.

Appointed Judy Hooker to the Tri-County Youth Services Bureau Board of Directors.

Approved the Charitable Bingo Permit Application received from Middleham and St. Peter’s Parish. Directed staff to clarify in writing to the applicant that this permit does not include pull-tabs and to make the correction on the application.

Awarded the Custodial Services at the Louis L. Goldstein District Court/Multi-Service Center contract to L. T. Cleaning Services, Inc., of Temple Hills, Maryland, for the bid amount of $81,289. Commissioner Stinnett directed staff to research if the “good standing” requirement is part of the bid package.

Awarded the Meter Installation Parts contract to Belair Road Supply, of White Plains, Maryland, for the total lump sum bid of $158,846.50.

Awarded the Pre-Engineered Storage Building – Phase II contract to Dennis Anderson Construction Corp., of Waldorf, Maryland, for the lump sum bid amount of $140,000.

Awarded the Security Equipment for the Courthouse contract to Affiliated Services, Inc., of Serverna Park, Maryland, for the total amount of $92,826.43.

Awarded the Timber Management Bennet O. Hughes Memorial Tree Farm contract to Sutphin Lumber Co., of Prince Frederick, Maryland, for the bid amount of $82,230. This is a revenue generating contract whereas the bidder pays the County for the timber. Commissioner Kelley directed staff to set up a meeting with the successful bidder and all other interested parties to discuss the timeline of the timber management.

Approved the service charge rate for semi-annual real property tax billing for the fiscal year 2009 to be set at .77%, which is a decrease from the previous year.

Awarded the sale of the County’s bonds to Robert W. Baird & Co., Inc., at a rate of 3.69%, which is the lowest rate received in the state of Maryland thus far.

Set the Purchase and Retirement Fund price at $9,000, directed staff to offer to purchase up to five Transferrable Development Rights per applicant until funding is exhausted, and directed staff to proceed with making the offers to the applicants based upon the ranking. Also, directed staff to find out how many of the applicants are first time sellers; how many first time sellers were not reached regarding this program; and research if all people that have Agricultural Preservation Districts are informed of this program.

Awarded the Solomon’s Roundabout contract to Rustler Construction, of Lanham, Maryland, for the bid amount of $513,838.

Approved and authorized signing the Memorandum of Understanding and Lobbying with the Maryland Department of Natural Resources in order to receive funds for the continuation of the Marley Run Shared Septic Monitoring and Evaluation, which consists of conducting ground and surface water study.

Approved and signed the Resolution acknowledging that a Workforce Investment Board is beneficial for the citizens of Calvert County, the chairman of the Tri-County Council of Southern Maryland (TCC) should be the chief elected official, that TCC should be the fiscal agent and grant manager, and finally, that the Board of County Commissioners is not obligated to fund the operations of the Southern Maryland Workforce Investment Board.
