Summary of Actions
Presented the Calvert County Employee Recognition Committee’s 2008 Scholarship awardees:
Jonas Williams, son of Dwight Williams, Natural Resources Division; Constance Marcum, daughter of Loretta Marcum, Department of Finance and Budget; Thomas A. Buckler, III, son of Thomas A. Buckler Jr., Department of Planning and Zoning; and Kenneth N. King, son of Jerry King, Natural Resources Division.
Presented proclamations to the following 2008 Calvert Crusade for Children Award Recipients:
Debora Harris – Educational Opportunities
Maria Van der Vossen – Healthy Children
Brenda Tyrell, Prime Time Children’s and Youth Activity Center – Strong Families
Antoine and Tamara White, D.A.N.C.E. Empowerment – Organization
Bryan Simpson – Youth Award
Held a public hearing and approved Budget Adjustment #607 in the amount of $148,500 in order to replenish the Debt Service Reserve Fund for the Chesapeake Hills Golf Course, ending the County’s obligation; signed the related resolution; and directed staff to make the payment to the Trustee.
Awarded TW and Company, Inc., of Lanham, Maryland, the contract to provide security services at Breezy Point Beach and Campground for the lump sum amount of $23,572.10.
Directed the Economic Development Commission (EDC) to move forward with their outreach program to the business groups and individual businesses to develop a system to reduce the number and improve the placement of weekend signs. Staff is directed to bring the results of this outreach back to the Commissioners for the July 15th agenda. If results are not favorable, the Board will consider County staff taking over the clean-up of these signs. Commissioner Shaw directed the EDC to set parameters in case this issue comes back as a problem and to come up with other options/ideas for businesses to advertise. Commissioner Clark directed the EDC to work with the businesses for possible advertising discounts in newspapers. Commissioner Stinnett directed staff to bring back plans as to how all of the non-profits (churches, yard sales, etc.) will be informed of this issue. Directed staff to look at all regulations and laws to make sure the County is not in violation.
Approved the Memorandum of Understanding (MOU) with the Calvert County Fair, Inc., regarding use of the fairground parking area for youth sports practice and authorized the President of the Board to sign the MOU.
Directed staff to hold a public hearing in 90 days regarding the rezoning application of 2.89 acres submitted by Michael Havenner located in the Huntingtown Town Center.
Directed staff to conduct a public hearing for a budget adjustment of $135,000 for additional funding for the 2008 Purchase and Retirement Applications received. The Southern Maryland Agricultural Development Commission is issuing an FY 2007 End of Year Transfer from the Cigarette Restitution Fund that will cover this budget adjustment.
Approved and authorized the Vice President of the Board to sign the North Calvert Rural Legacy Area contract and the Calvert Creeks Rural Legacy Area contract, awarded by the Rural Legacy Board in the amounts of $833,589.79 and $750,000 respectively.
Approved the Application for Certification of Development Options submitted by Michael H. Bowen, certifying 15 development options for Agricultural Preservation District #05-14.
Approved the applications received from David Gilbert Jr. to convert Small Lots to Transferrable Development Rights (TDRs) for #07-06 through #07-09, granting 2.5 TDRs for each lot.
Approved the application received from Trent Jaklitsch to convert a Small Lot to TDRs for #08-04, granting 2.5 TDRs.
