Executive Session Meeting

1. Contract Extension [10-508 (a) (14)]
The Board will consider recommendations from staff regarding a request to extend the lease
terms for the communications tower at Plum Point Convenience Center.
This agenda is subject to change and the times listed are approximate.
If any items are added for consideration, they will be included on a
revised agenda that will be issued prior to the closed session.

Summary of Actions Taken
Presented Ms. Debbie Jennings with a certificate and a monetary award for being selected as Employee of the Month for May 2008, recognizing her dedication and hard work in the area of traffic safety and most particularly, for her significant role in establishing and implementing the Maryland Strategic Highway Safety Plan; her untiring efforts in securing a grant for “DriveCam” cameras; and her ongoing efforts in the area of Young Driver Safety.
Presented a proclamation to Sheila Hejl recognizing her retirement from the Calvert Library System after 30 years of service, which began as a Children’s Librarian in Prince Frederick, eventually serving as the Branch Manager at the Fairview Branch for 26 years.
Awarded McKnew Chipping Incorporated, of Bowie, Maryland, the Brush and Wood Grinding and Recycling contract for the bid amount of $5.95/cubic yard with an average of 1,500 cubic yards per day; and future grinding of $6.95/cubic yard with an average of 1,500 per day.
Awarded Mavenspire, Inc., of Hanover, Maryland, the Computer Hardware and Software Services contract at an estimated contract value of $320,000 for FY 2009, varying year-to-year depending on services and equipment obtained throughout the contract period. Commissioner Kelley directed staff to provide the Board with how many staff hours does the contract provide annually and the number of personnel devoted to the contract.
State Highway Administration (SHA) gave a presentation on the Maryland 4 Thomas Johnson Bridge Project Planning Study. SHA will give this same presentation to the public on Monday, June 16, 5:00 p.m., at Dowell Elementary School, and on Tuesday, June 17, 5:00 p.m., at Tpwn Creek Elementary School in St. Mary’s County.
Approved the recommended FY 2009 Budget for Calvert County and signed the related resolution.
Awarded Total Environmental Concepts, Inc., of Gaithersburg, Maryland, the Underground Storage Tank Upgrades at the Courthouse contract for the bid amount of $21,664.
Approved the fee for Administrative Variance to be 50% of the Board of Appeals variances; with the stipulation that if it goes to the Board of Appeals, the remaining 50% would be charged. Appointed the Deputy Director of the Department of Planning and Zoning to conduct the administrative variance process.
Directed staff to move forward with a presentation to the Board from the Volunteer Fire and Rescue Association regarding the request to adopt residential sprinkler system requirements for Calvert County, as well as to draft a resolution for signature upon adoption. Commissioner Kelley directed staff to include the costs of implementing this requirement on new construction as well as retrofit of existing homes.
Authorized staff to send a letter of support for the Chesapeake Beach Railway Trail letter of support to Mayor Donovan.
Approved the application for Certification of Development Rights on Small Lots submitted by Trent Jaklitsch for 2.5 development options.
