Summary of Actions Taken
Mr. Mark Thorn presented the Eric and Cara Thorn Memorial Scholarship winners for 2008, in memory of his children who were outstanding students and compassionate people. The following seniors were recognized: Calvert High School - Amy DeTorres and Julie Walter; Huntingtown High School – Andria Arnold, Joseph Griffin, Andrew Merewitz, Jennifer Smetana, and Jonas Williams; and Patuxent High School – Christopher Barton, Laura Mechling, and Colleen Ursic.
Presented the Historic Preservation Awards, recognizing outstanding achievements and excellence in protecting and preserving Calvert County's cultural heritage. The recipients for 2008 are: Friends of the Old Wallville School, Harry Wederwer, Chair, for the reconstruction of the Old Wallville School; and Patrick and Toni Healey for the preservation of the Bowen House.
Reappointed Everard O. Johnson Sr. to the Agriculture Commission.
Appointed Lauretta W. Grier to the Calvert County Family Network Board of Directors.
Reappointed Paul R. McManimon, Margaret Phipps, Barbara Sprecher, and Reverend Margaret VanAuker and appointed Charles E. Kinslow to the Commission on Aging.
Reappointed Sheryl Jones Alu, Charles A. Bucy, and Evan K. Slaughenhoupt Jr. to the Ethics Commission.
Reappointed Mary E. Eisenman to the Heritage Committee.
Appointed Bruce W. Berkley to the Social Services Advisory Board.
Held a public hearing on the request from property owners on Baden Drive in Huntingtown to establish a road tax district for the construction of the roadway to County standards. Directed staff to proceed to the final public hearing.
Approved the three applications to convert Creek Properties, LLC, small lots to 2.5 Transferrable Development Rights (TDRs) for each lot.
Held the second public hearing required by the Maryland Department of Housing and Community Development to provide information to the public about the progress of projects at Yardley Hills funded by the Community Development Block Grant program. Commissioner Clark directed staff to provide information on whether this has reduced the list of those looking for housing; how many are the original owners; and how many are from Calvert County.
Approved the application submitted by CCI Entertainment, LLC, (t/a Crookedi Sports Bar and Grill) for an NG Beach Bingo License. Commissioner Parran directed staff to bring regulations back for action and to address the dormancy issue.
Approved the application submitted by Stalling-Williams American Legion Post 206 for an NG Beach Bingo License. Commissioner Kelley directed staff to put the approval of these licenses throughout Calvert County, mimicking the decision on the Eastern Shore, on the upcoming Legislative Item listing.
Approved the application submitted by the Westlawn Inn for an NG Beach Bingo License.
Denied the application submitted by Incentovation, LLC, for an NG Beach Bingo License.
Approved the Charitable Gambling Permit Application submitted by the Calvert Pines Senior Council to hold a basket bingo. Directed staff to obtain the Attorney General’s opinion on whether a permit is required for basket bingo.
Approved and signed the letter to the Maryland Department of the Environment in support of Dominion Cove Point LNG to move forward with the geotechnical soil borings, and authorized the President of the Board to speak on behalf of the County Commissioners during the public hearing held in the evening of June 17, 2008.
Approved the recommendation of staff to move forward with the connection of the parking lots at the Calvert County Library – Fairview Branch and the commercial office building known as Godsgrace off of Chaneyville Road.
Authorized the President of the Board to sign the Preserve America Grant Application for the Heritage Farm Master Plan at Biscoe Gray Property and approved and signed the related resolution.
Authorized staff to submit the FY 2009 Program Open Space Annual Program report to the Department of Natural Resources and the Maryland Department of Planning.
Approved the three applications submitted by Edward T. Laios to convert his small lots to 2.5 TDRs for each lot. Commissioner Kelley directed staff to provide the original criteria for the TDR program. Commissioner Stinnett directed staff to provide the documentation of the requirement to have a second location for a drain field.
Approved the change order in the amount of $62,500 for additional engineering design services for the Appeal Convenience Center project.
Awarded the Replacement and Resetting of Guardrails contract to Penn Line Service, Inc., of Scottsdale, PA, in the amount of $298,404.63.
