Executive Session Meeting

1.   Contract Matter [10-508 (a) (14)]
      
The Board will consider recommendations from staff regarding a request for
       extension of lease at Plum Point Convenience Center.

This agenda is subject to change and the times listed are approximate.
If any items are added for consideration, they will be included on a
revised agenda that will be issued prior to the closed session.

Summary of Actions Taken

A presentation was given on the War of 1812 North American Grand Tactical. This event is to be held September 20 – 21, 2008, with Jefferson Patterson Park and Museum and the Calvert Marine Museum partnering with events at both locations.

Appointed Scott Collinson to the Building Board of Calvert County.

Reappointed Barbara Mason, C. Michele Rockhill, and John L. Zalusky to the Common Ownership Infrastructure Advisory Committee.

Reappointed Barbara Adams, JoAnn Adams, Ingrid America, Wenderland Broome, Carl Buchheister, Patricia Estep, Julia Hale, Pat Haynie, Kathy Park, Mary Ellen Romney, and David Thomas and appointed Dr. Tammera Schmalz to the Core Service Agency Advisory Board. Commissioner Kelley directed staff to find out if Dr. Schmalz qualifies to fill the psychiatrist vacancy. Commissioner Stinnett directed staff to contact the Calvert County Public Schools (CCPS) for a recommendation to fill the CCPS vacancy.

Appointed Lora Harris to the Environmental Commission.

Awarded Chaney Enterprises t/a The Concrete Store,Waldorf, Maryland, the contract to provide and deliver CR-6 on an as needed basis to the Highway Maintenance facility for the bid amount of $18.40 per ton.

Held a public hearing, approved Budget Adjustment 24 in the amount of $300,000 for the St. Leonard Volunteer Fire Department and Rescue Squad to replace the apparatus involved in an accident earlier this year, and signed the related resolution.

Approved the recommended amendments to the County Code Personnel Chapter 86 regarding the reclassification policy and the personal leave amendment and directed staff to proceed to a public hearing.

Approved the submittal of a grant proposal to the Maryland Department of the Environment’s 319(b) Nonpoint Source Pollution Grant Program and the Transportation Enhancement Program Grant Program.

Held a public hearing, approved the Baden Drive Road Tax District, and adopted Baden Drive into the County system.

A presentation was given on the draft rollout plan for public information responsibilities delegated to the Department of Economic Development. Approved the concept plan and directed staff to submit a rollout schedule for FY 2009. Commissioner Stinnett directed staff to form a better relationship with local radio stations.

Directed staff to proceed to a public hearing for the donation of County land for the Calvert Faire Workforce Housing Project.

Approved submittal of a grant proposal to the Chesapeake and Atlantic Coastal Bays 2010 Trust Fund to develop the County’s Water Resource Element. Commissioner Stinnett directed staff to look into the study of Fishing Creek for a baseline.

Approved the application for certification of development options submitted by Arthur Donald Marquess and Timothy Donald Marquess for their Agriculture Preservation District #01-13, allowing for 52 development options.

Approved the applications from Green Space, LLC, to convert their three existing small lots in Chesapeake Ranch Estates to 2.5 Transferrable Development Rights (TDRs) each. Commissioners Stinnett and Kelley directed staff to provide the Board with where, how many, and much has been paid for TDRs throughout the County. Commissioner Stinnett directed staff to provide an overlay of where TDRs have been sold within Chesapeake Ranch Estates. Commissioner Clark directed staff to inform the Board as to what happens to the property once the TDRs are sold; and to find out how many lots the County will eventually own due to defaults on TDR lots. Directed staff to prepare a presentation on the TDR program for the Board.
