Summary of Actions Taken
Tuesday, October 21, 2008

Presented a proclamation declaring the week of October 23 – 31, 2008, as Red Ribbon Week, and encouraged all citizens to participate in alcohol and drug awareness activities, making a visible statement that we are strongly committed to a drug-free County.

Appointed Stephen A. Oberg to the Board of Parks and Recreation.

Appointed Margaret Jo O’Brien to the Environmental Commission. Commissioner Kelley directed staff to inquire as to why there were so many resignations on this Commission. Commissioner Parran requested that Mr. Leonard Zuza, who was in the audience and is on the Environmental Commission, send an email to the Board sharing his opinion on the dynamics of the Commission.

Tabled the award for the Expansion and/or Renovation Senior Center Needs Assessment contract until further information is provided:  Commissioner Stinnett directed staff to determine if this assessment will include a programs assessment in order to determine how much expansion is actually needed. Commissioner Clark directed staff to determine if there is money in the budget to implement the assessment recommendations since this is based on a 10-year old report.

Approved Budget Adjustment #110 in the amount of $49,000 allocated from Dunkirk District Park to Hallowing Point Park to complete several projects at Hallowing Point Park. Dunkirk District Park has completed projects with savings remaining. Commissioner Kelley directed staff to obtain a report from the State on the County’s Open Space funds. Commissioner Clark directed staff to provide a report of how much money has been spent in the past six years at these parks. Commissioner Kelley directed staff to inspect the skateboard ramps at Dunkirk District Park as there are metal strips at the bottom of the ramps that need to be screwed down; as well as put the lights at the basketball courts on timers. Commissioner Parran directed staff to make sure the Board of Parks and Recreation is aware of the issue.

Held a public hearing and approved Budget Adjustment #195 in the amount of $748,240 in order to set up the grant awarded from the U.S. Department of Justice for the purchase of a Mobile Command Unit.

Approved the application submitted by William S. Buckler Jr. and Louise H. Buckler for certification of development options for their Agriculture Preservation District (APD) #03-09, certifying three development options.

Approved the application submitted by Jean E. Hicks, Michael Hicks, Jennifer H. Dowell, Lesley Hicks Kuczera, Jacqueline Hicks Lopata, and Millicent Hicks Cozzie for certification of development options for their APD #08-09, certifying 87 development options.

Approved the application submitted by Shannon Briscoe Campbell, David B. Campbell, Cassandra Parran Campbell (minor), and Liam David Campbell (minor) for certification of development options for their APD #83-09, certifying 22 development options.

Awarded the Stoakley Road Bridge Professional Engineering Design Services contract to Wallace, Montgomery & Associates, LLP, of Towson, Maryland, for the bid amount of $27,000.

Held a work session on the status of the County’s Water Resources Element, which is required by law to be adopted into our Comprehensive Plans by October 2009. The Water Resources Element requires staff to analyze long-term water needs and supplies; conduct subwatershed analyses to determine impacts of wastewater treatment plants, septic systems, and stormwater; and revise the Water and Sewerage Plan to ensure that assimilative capacity of each subwatershed isn’t exceeded. Citizens can stay informed on the status of this project by visiting the Planning and Zoning website: http://www.co.cal.md.us/government/departments/planning/waterresources. Commissioner Stinnett directed staff to provide a map of how many acres in the County have impervious surfaces and their locations. 

Attended the Calvert You Are Beautiful Volunteer Awards Ceremony at Calvert Pines Senior Center. The following nominees were recognized:  Janet Addiss, Diane Burr, Margaret Chandler, Tina Clower, Judi Coyle, Beverly Davis, Barbara Dobbins, Herbert Humphreys, Rose Jackson, William Jones, John Lankford Sr., Shirley Mihursky, Elizabeth Miller, Marcia Olson, Preston Pratt, Ella Raysinger, Carol Salter, Edward Smith Jr., Denise Tschupp, Christopher Wallmark, and Donna Wallmark. The award recipients were:  Judi Coyle and Carol Salter.
