SUMMARY OF ACTIONS

Presented a proclamation to kick off the Designated Driver Campaign, which runs from December 1, 2008, through January 2, 2009. Calvert Alliance Against Substance Abuse, Inc., and the Calvert County Traffic Safety Council are sponsoring this County-wide campaign to urge citizens to choose a “Designated Driver” for any holiday parties and not provide alcohol to those under 21. Jasper’s, The Greene Turtle, and the Rod N Reel restaurants have joined in this effort to promote cooperative, impaired driving prevention efforts. The Calvert County Traffic Safety Council recognized the following Maryland State Troopers and Calvert County Sheriff’s Deputies for consistently making impaired driving enforcement a priority: TFC Christopher Bowling, TFC Craig Dawson, CPL Eric White, TFC Brett Laziuck, TPR Kyle Donaldson, Deputy Aaron Locke, DFC Elvis Carter, Deputy Thomas Riccard, Deputy John Harmes, and Deputy Mark Fitzgerald.

Presented a proclamation to Glenwood Connor, recognizing him for his faithful service to the citizens of Calvert County as a member of the Calvert County Agriculture Commission as well as his dedication to the preservation of Calvert County’s rich agricultural legacy.

Appointed Glenwood D. Connor as Director Emeritus and reappointed Ronald Mattera to the Agriculture Commission.

Reappointed M. Kiplinger Hine Jr. and appointed James R. Mathers to the Board of Library Trustees.

Reappointed Julie C. Wizorek and appointed Kathleen M. Carlson to the Historic District Commission.

Reappointed Barbara L. Carver and Patricia DePhillip and appointed Vicki N. Dopler to the Tri-County Animal Shelter Advisory Board.

Held a public hearing, approved a budget adjustment in the amount of $307,940 for playground projects at Solomon’s Town Center Park ($200,000) and Dowell Elementary School ($107,940), and signed the related resolution.

A presentation was given by the College of Southern Maryland (CSM) on their recently completed Economic Impact Study conducted by EMSI/CCbenefits, Inc. This study showed that CSM saves Calvert County residents $4,374,007 in full-time tuition/fee costs as compared to the University of Maryland. It is estimated that students enjoy a 19% rate of return on their CSM educational investment, recovering all costs in seven years. CSM increases students’ lifetime income; generates government revenue; reduces the demand for social services; contributes to the growth of the economy; and enriches the lives of learners. Directed staff to prepare a letter of support to the Delegation for continued funding for CSM’s second building at the Prince Frederick campus.

A presentation was given by The League of Women Voters of Calvert County (LWVCC) entitled “The Greening of Calvert County.” This report is a study of Calvert County Government’s current policies and practices relating to the carbon-footprint impact of energy usage, transportation, and recycling. The Calvert County 2004 Comprehensive Plan notes that “Sustainable communities meet the needs of current and future County residents in the following ways: renewable energy sources are used; energy sources used do not adversely impact the environment;  energy consumption is reduced; and energy-efficient land use patterns promote economic and social activities that are less dependent on automobiles.” The LWVCC study provides a valuable assessment of the County’s efforts and will assist the County’s Green Team in implementing the 2004 Comprehensive Plan.

Approved the Charitable Bingo Permit Applications as submitted by the Friends of Calvert County Seniors and The Calverton School.

Approved the inclusion of the Town of Chesapeake Beach in the Calvert County Animal Control Ordinance. Commissioner Parran directed staff to investigate if the compensation for the use of our Animal Control Officers can be recouped through the tax differential.

Discussed the possible items for legislative consideration and directed staff to prepare a final list as presented with minor modifications: #1 – remove; #3 – add wording to state that this amendment does not include instant bingo, which means it cannot sell pull-tabs; #6 – add “all or part” to the last line (will read “. . .charge people a fee for the events to cover all or part of the cost of providing public services;” #9 – only include parts b. and e. regarding the Length of Services Awards Program; and #10 – add an asterisk after the College of Southern Maryland to note that the “funding is contingent on State funding.” Directed the Gambling Permit Review Committee to research other county laws for comparison to the Maryland State Law and Calvert County law in efforts to clear up the language. Directed staff to investigate the charges for a replacement tag - $.50 or $1.00. Directed staff to check the State’s Department of Health & Mental Hygiene regulations regarding tattoo and body-piercing parlors, specifically if it includes age limits and if they agree with our request.
