SUMMARY OF ACTIONS
Presented First Sergeant Todd Ireland with a certificate and monetary award as Employee of the Month for October 2008, recognizing his initiative and untiring efforts in bringing the “Gator-Aid” Program to Calvert County, an innovative and interactive public awareness campaign that seeks to address the issue of drunk and impaired driving.
Presented Kathleen O’Brien and Erick Pate with a certificate and embroidered shirt as the Team Excellence award recipients, recognizing their dedication and hard work in implementing the Geographic Information Systems (GIS), making it a useful tool for County Departments, and for the effective training manual and training sessions relative to GeoBlade.
Recognized the Department of Finance and Budget for their multiple-award designations:
- Distinguished Budget Presentation Award from the National Government Finance Officers Association – eighth year in a row “highest form of recognition in governmental budgeting”
- Certificate of Achievement for Excellence in Financial Reporting from the National Government Finance Officers Association – fourth consecutive year “highest form of recognition in the area of governmental accounting and financial reporting”
- Local Government Insurance Trust Recognition for 20 years of membership in the Trust
Received a $30,000 “check” from the Safe Harbor, Inc., representing the financial support of the operations of the Safe Harbor Shelter, a local safe haven for abused women and children.
Reappointed Christopher E. Donley and appointed Rick Neal and Daniel Coviello to the Economic Development Commission.
Approved the new lease agreement with Howlin Concrete, Inc., for the County-owned 2.4 acre-property on Stafford Road, with the removal of “before the term expires” from #16 of the agreement.
Approved the increase in the grading permit fee from $120 to $200 effective January 1, 2009, and approved the addition of a Plan Reviewer position.

Commissioner Kelley directed staff to provide the age and mileage of the vehicles being replaced, as well as the amount paid in mileage reimbursement to employees using their own vehicles at the Detention Center for home visitations.
Awarded the Stationary 4-Yard Compactor Contract to Big Stuff, Inc., of Capitol Heights, Maryland, for the bid amount of $15,692.
Approved the Tri-County Communications Interoperability project to complete the build out of the National Public Safety Planning Advisory Committee 800 MHz mutual aid radio frequencies; approved the grant match of 1/3 for FY 2010 in the amount of $166,667; and signed the Memorandum of Agreement.
Held a work session on several projects at the Detention Center: remodel of the Work Release Center, construction of a new Substance Abuse facility, and the renovation and expansion of the existing Detention Center. In 2005, the Board approved the plan to convert the entire Treatment Facility into a Work Release Center, with the bid process to begin this month. Staff is working through the site plan review issues for the Substance Abuse facility, with the bid process expected to begin in January 2009. The consultant contract for the Detention Center was awarded in November 2008, with construction expected to begin in 2012 – 2013. Directed staff to have Meaghan Dalsey, Engineer, review the plans for cost savings and efficiencies prior to this being sent out for bid.
Attended the Legislative Meeting with the Calvert County Delegation to present the County’s Legislative Requests for 2009.
