           The Board will consider recommendations from staff regarding a proposed land acquisition for a recreational facility.

Summary of Action Taken
Tuesday, August 1, 2006

Secretary Audrey Scott, Maryland Department of Planning (MDP), gave a presentation regarding growth issues in Maryland. Some of the items covered were:

  • Every county needs to have a comprehensive plan, and the MDP uses Calvert County’s Comprehensive Plan as a model for other counties to follow. There is a new bill which just recently passed (#1141) that changes the format of the comprehensive plan to incorporate water and sewer plans as well.
  • The MDP also acts as the data center for the Census Bureau.
  • MDP maintains a website, The Red Book Online (www.mdredbookonline.com), which is a web-based source of information on more than 700 Maryland State Assistance Programs and grant opportunities.
  • The next step in the Smart Growth Initiative is the Priority Places Strategy (www.priorityplaces.com). This initiative builds upon Maryland’s Priority Funding Areas (PFA’s) law, which directs state funding for growth-related needs to specific areas and focuses the resources and activities of the State on particular places and projects within these PFA’s. Priority Places makes full use of public investments in infrastructure; increases people’s choices for how and where they live; how and how often they travel; improves access to shopping, entertainment, and recreation options; and contributes to a healthy economic climate by providing opportunities for businesses to flourish and people to work. The Priority Places designation puts counties at the top of the list for priority consideration for State dollars.
  • Secretary Scott was here to “pat Calvert County on the back” for all the wonderful work the County has done.
  • Maryland Agricultural Land Preservation Fund (MALPF) has $83m in its budget for easements and “wants to use every single penny of it by June 2007.” Anyone interested in preserving land should contact MALPF.
  • There are tax credits available to businesses or individuals for historic preservation and/or museum enhancements.
  • The State is not going to use the Reality Check exercise in its planning or take over local planning.
  • Secretary Scott was asked to find out if requiring schools to be in a PFA in order to get funding is part of Maryland State Legislation.

Directive:  Directed staff to confirm if and where Calvert County has any Priority Places applications.

Secretary Audrey Scott gave a presentation regarding the Captain John Smith Four Hundred Year Project scheduled for 2007. This is a re-enactment of Captain Smith’s historic exploration and mapping of the Chesapeake Bay. Some items of note were:

  • There are approximately 30 stops, 11 of them in Maryland, with two in Calvert County.
  • In conjunction with the Captain John Smith project, Jefferson Patterson Park and Museum (JPPM) is in the process of constructing an Indian village for 2007 called Patuxent Encounters:  The Patuxent Indians and Captain John Smith, for which they received a bond bill in the amount of $150,000.
  • The National Museum of the American Indian is partnering with JPPM on the construction of the Indian village. The village will be authentically built by native Indians from Maryland. The National Museum of the American Indian is also promoting JPPM to its tourists.
  • Calvert County Soil Conservation has played a very important role in this project.
  • Captain John Smith’s shallop will be on display at the Calvert Marine Museum from July 22 throughSeptember 4, 2006.

Directive:  Staff was directed to present the Board with a plan of how Calvert County will take advantage of all of the tourism opportunities occurring over the next couple of years as it relates to the Captain John Smith Tour in 2007 and the Re-enactment of the War of 1812 in 2008.

Authorized the President of the Board to sign the letter accepting the College Station Subdivision road and covenants from PEPCO once the corrections have been made as discussed.

Authorized staff to proceed into a public hearing for a five part budget adjustment request from the Board of Education for their Kindergarten Expansion Project in the amount of $500,000 from the County’s Excise Tax.

Authorized the signing of the response letter to the protest submitted by Advanced Video Systems, Incorporated regarding the award of the Courthouse Audiovisual System Replacement contract with the two edits as discussed.

Directive:  Directed staff to have Nelson White confirm in writing that the feature of being able to bookmark specific items on the agenda is part of the contract.

Awarded the Collect and Remove White Goods and Scrap Metal contract to Yowell Equipment Demo, Inc., of Westminster, Maryland, for the bid amount of $81.75 per ton, effective July 17, 2006.

Accepted staff’s recommendation to support the Department of Planning and Zoning’s Coastal Communities Initiative proposal.

Authorized staff of the Department of Planning and Zoning to submit the Molly’s Leg proposal on behalf of the Mill Creek Watershed Workgroup to the Maryland Department of Natural Resources.

Directive:  Directed staff to meet with the Solomons Business Association and the Solomons Civic Association regarding the actual proposal. Directed staff to contact the American Chestnut Land Trust for possible assistance and input.

Approved the tax credit in the amount of $4,023.25 for Ms. Susan Cole, which is 10% of the money spent in the restoration of historic Ridgely.

Authorized staff to pursue acquiring the conservation easement on the Helen’s Creek Hemlock Preserve parcel from the Nature Conservancy.

Directive: Directed the Community Resources Director to contact St. Mary’s County Government and St. Mary’s County Health Department to find out how they were able to negotiate a higher rate of reimbursement for dental work through the CHIPS program.

Directive:  Directed the Parks and Recreation Division Chief to develop a proposed sign policy for all County property and present it to the Board.

Directive:  Directed staff to re-advertise the vacancy on the Planning Commission with a closing date of September 15, 2006.

Directive:  Directed staff to obtain an appraisal on a three-acre parcel being offered to the County for sale.
