BOARD OF COUNTY COMMISSIONERS
Summary of Actions Taken
Tuesday, January 9, 2007

Presented a proclamation declaring January as “National Mentoring Month” and January 25 as “Thank Your Mentor Day” in Calvert County.

Re-appointed Robert S. Crum and Marvin E. Oursler and appointed Anthony J. Benn, Patricia S. Carpenter, and Eugenia Cousineaux Stone to the Calvert Marine Museum Board of Governors.

A presentation was given by Murphy & Murphy, CPA, LLC, on Calver County’s unqualified Audit Report for FY 2006. According to the audit report, Calvert County is in excellent financial condition as reflected by the bond ratings the County has received.

Granted a property tax credit to four property owners whose land is subject to a conservation easement, all located in the White Sands community.

Approved a budget adjustment in the amount of $45,009 for the Board of Education to transfer funds to the Pupil Personnel Service category. The transfer is necessary due to underestimating salary costs for Pupil Personnel Workers and will be transferred from the Instructional Salaries category.

Held a public hearing and approved a budget adjustment in the amount of $1 million to cover costs associated with providing security services at the Dominion Cove Point LNG Plant, which includes the funding source as Dominion’s full payment for these services, and signed the related Resolution.

Approved and authorized the President of the Board to sign the agreement between Dominion Cove Point, LNG, LP, the Board of County Commissioners, and the Calvert County Sheriff for the Sheriff to provide security services at the Dominion Cove Point LNG Plant and in exchange Dominion will bear all expenses related to providing the services.

Awarded Oursiman Ford Company of Bethesda, Maryland, the contract for the purchase of a 2007 one-ton, 4-wheel drive crew cab pick-up truck for the Calvert Marine Museum for the bid amount of $22,240.  Directed staff to provide the Board with the Sheriff’s plan for vehicles for new hires, as well as how many cars are currently in their fleet along with the year and model.

Approved the six Gambling Permit Applications submitted for 14 separate events.

Directed staff to prepare the grant applications for Rural Legacy funding, with northern Calvert as the priority, and each grant request should be for $1 million plus incidentals for a total of $1,052,500.

Adopted the proposed amendments to the Agricultural Preservation Rules and Regulations for Wetland Mitigation Sites as presented.

Approved and signed the Memorandum of Understanding with the Calvert County Board of Education for four generators for schools designated as County mass care and/or reception shelters. Directed staff to identify additional sites in northern Calvert for additional generators and the funding source for such.

Adopted the changes to the Risk Management and Safety Manual as recommended by the Safety Committee.

Awarded Brudis & Associates, Inc., the design contract for the addition of a second exit to the St. Leonard Volunteer Fire Department on Calvert Beach Road for the bid amount of $120,746. Directed staff to provide the location of bidding firms when requesting a contract award.

A presentation was given on the achievement levels of Calvert County Public Schools (CCPS). Calvert County is currently ranked second in the State of Maryland for public school systems, with rankings within the top ten in all subjects for the Maryland State Assessment testing, outranking Montgomery County. CCPS also ranked in the top five in all subjects for the High School Assessment testing.

The Commissioners were presented with the 2007 John Smith Gateway calendar, highlighting the nine sites in Calvert and St. Mary’s Counties that are part of the Gateways Project, with different speakers at each site focusing on different aspects of John Smith’s voyage.
