Presented a proclamation designating March 26 – April 1, 2007, as National Agriculture Week, urging all citizens to be mindful of the role agriculture plays in their lives, and to acknowledge the importance of agriculture to Calvert County’s viability.
Recognized the following winners of the Agriculture Week 7th Grade Poster Contest:

A presentation was given by the Tri-County Council for Southern Maryland regarding the Maryland Broadband Cooperative (MdBC). The MdBC, formed by Maryland’s five Regional and Tri-County Councils, is a consumer cooperative with the intent to bring high speed fiber to all Maryland consumers. MdBC will provide the fiber so that internet service providers will have a route to provide cable to rural communities throughout Maryland. Directed staff to provide the Board with the action plan of MdBC, as well as periodic status reports on the progress.
Appointed Lisa Smith Sanders to the Board of Appeals.
Appointed Tracey L. Palmer and Lisa Smith Sanders to the Commission for Women. Directed staff to re-advertise with an emphasis on applicants from the first district.
Re-appointed Francis T. Jones, Stephanie L. Taylor, Carol Lynn Thomas, and Julian M. Willis and appointed Miriam A. Gholl to the Employee Recognition Committee.
Re-appointed Judith T. McManus to the Board of Commissioners of the Housing Authority of Calvert County.
Re-appointed Thomas E. LaMoure to the Huntingtown Architectural Review Committee.
Held a public hearing, approved the issuance of $29,780,000 in general obligation bonds, and signed the related resolution.
Directed staff to proceed into a public hearing regarding the petition from the Property Owners Association of Chesapeake Ranch Estates (POACRE) requesting a third special taxing district. The request is for an annual assessment of $250 against each lot in the subdivision. According to the petition, an assessment in this amount will raise approximately $5,750,000 over the five years, with these funds being utilized for road surfacing, sub-grade repair, patching, and drainage. Directed that the notice of this public hearing be as comprehensive as possible and all information regarding this request made available to the public via the County website, public libraries, etc. Also, directed staff to address the Department of Public Works involvement and to find out how the POACRE membership came to an agreement on this request.
Directed staff to proceed into a public hearing for the requested amendment to the agreement with the Drum Point Property Owners Association (DPPOA). The original agreement dictates the use of the special taxing district funds and contains procedures for approving the use and distribution of the funds. The DPPOA is requesting that the agreement be amended to change the involvement and oversight of the road construction by the Department of Public Works and the role of financial oversight by the Department of Finance and Budget.
Awarded the Custodial Services for the Louis L. Goldstein District Court/Multi-Service Center Contract to Acclaim USA, of St. Leonard, Maryland, for the bid amount of $60,199.92.
Awarded the Fire/Rescue/EMS Comprehensive Master Plan Contract to Carroll Buracker & Associates, Inc., of Harrisonburg, Virginia, for the bid amount of $67,850.
Awarded the Cropland Lease Agreement of the Biscoe Gray Property Contract to Earl “Buddy” Hance for the bid amount of $500 per year for three consecutive years.
Awarded the Repair/Maintenance of Athletic Fields and Park Lighting Contract to Lighting Maintenance, Inc., of Linthicum, Maryland, for the bid amount of:
Pole Height of 70’ = $125/hour – during business hours
$150/hour – Saturdays and after hours
$150/hour – Sundays and holiday
Service Vehicle = $85/hour – during business hours
$105/hour – Saturdays and after hours
$105/hour – Sundays and holidays
Overhead = 15%
Accepted the funds awarded by the Maryland Heritage Areas Authority in the amount of $31,500 for the “Preservation of Railcar Delores” project at the Chesapeake Beach Railway Museum.
Approved Budget Adjustment 416 in the amount of $65,400 for the Division of Parks and Recreation for FY 2007 as follows:
Toro Realmaster mower (maintenance of athletic fields)................................. $22,700
Steam pressure washer (Cove Point Park) and
Athletic field groomer (Marley Run Park).............................................................. $7,000
4 x 4 Tractor with loader and Amish garage (Breezy Point Beach).................. $35,700
Approved a tax credit in the amount of $266.47, representing 10% of the restoration expenses incurred by Joshua Lewis and Jessica Malone-Lewis for work done at Bleak Hill.
Approved a tax credit in the amount of $3,170, representing 10% of the restoration expenses incurred by Stephen and Deborah Sanford for work done at the Hinman House.
Approved a tax credit in the amount of $4,889, representing 10% of the restoration expenses incurred by Walter B. and Doris A. Sheer for work done at Lowry’s Reserve.
