The Board will meet with staff to discuss a potential land acquisition for the Calvert Marine Museum.
This agenda is subject to change and the times listed are approximate.

Summary of Actions Taken
Tuesday, September 25, 2007
Presented a proclamation declaring the month of October as Healthcare Careers Awareness Month, urging all students, educators, and practitioners to focus on the opportunities and benefits of a career in healthcare.
Presented Jennifer Boswell with a certificate and monetary award for being selected as Employee of the Month for August 2007. Ms. Boswell was recognized for her outstanding work ethic in the State’s Attorney’s Office as demonstrated in her willingness to take on the duties of two additional positions that were temporarily vacant.
Appointed Russell W. Bonner to the Employees’ Retirement Plan Board of Trustees.
Appointed Russell W. Bonner to the Employees’ Retirement Savings Plan Board of Trustees.
Re-appointed Sergeant David W. Allen, Officer Craig S. Baxtrom, Beth G. Meader, and appointed Paul Hallisay to the Sheriff’s Department Pension Plan Board of Trustees.
Re-appointed Patricia Melville and appointed Jessica Malone-Lewis and Joseph W. Showalter to the Heritage Committee. Directed staff to research the total number of voting members this Committee is permitted to have.
Re-appointed Carolyn Carpenter Porritt to the Historic District Commission.
Signed the resolution approving the issuance of $1,125,000 in Maryland Water Quality bonds in order to finance a portion of the costs of the improvements necessary for an emergency holding tank for shellfish protection at the Chesapeake Wastewater Treatment Plant.
Signed the resolution expressing the Boards approval of the Burnett-Calvert Hospice House project that enables Calvert Hospice to participate in the Tax Credit Program.
Approved granting one day of administrative leave to any County employee who works as an Election Judge during a Primary Election.
Calvert Housing Opportunities Committee (CHOC) presented an annual update on the Committee’s work. Deferred action on CHOC’s recommendations on Transferable Development Rights Waiver requests; authorized the CHOC to develop and launch a comprehensive housing website linked to the County’s web page; and authorized CHOC to coordinate and hold a Housing Seminar targeted to housing providers and a Housing Fair targeted to home buyers. Directed staff to research and respond to the following questions:
- How much land is available in town center(s) for Inclusionary housing?
- What is the County’s median income (in comparison to state median income and area median income)?
- Why waive some or all of the excise tax (including school portion) for affordable housing if the household has children who will be enrolling in school?
- What is the standard for an acceptable credit score in order to qualify for a mortgage?
- What is the definition of “household?”
- What kind of impact does waiving TDRs have on the county’s build-out? (G. Bowen)
Awarded a Fire and Rescue Apparatus Grant in the amount of $46,095 to the St. Leonard Volunteer Fire Department and Rescue Squad for the purchase of a command unit. Directed staff to inform the fire and rescue departments that any future requests will be required to have the maintenance records.
Approved the reallocation of the County’s 2007 housing allocation for private activity bonds in the amount of $2,643,385 to the Community Development Administration.
Approved the budget adjustment of $64,411 for the hiring of a Public Information Officer, transferring this from the County Commissioner's Office to the Department of Economic Development.
Awarded Keefe Commissary Network, of Edison, New Jersey the contact for Inmate Commissary at the Calvert County Detention Center for the proposed percentage of profit from sales of 27%.
Awarded a Historic Preservation Tax Credit in the amount of $2,105 to Ms. M. Susan Cole for the restoration work done on Peter Cabin, which is 10% of the total eligible restoration expenses.
Approved the request and signed the resolution increasing the membership on the Environmental Commission from seven to eleven members.
Approved the request and signed the resolution increasing the membership on the Common Ownership Infrastructure Advisory Committee (COIAC) from nine to eleven members. Directed staff that when advertising for members, to emphasize the need for applicants from the second district.
Approved the request from the COIAC to host a public forum on homeowner insurance awareness as it relates to hurricanes and other storms, and directed staff to organize this forum sponsored by the COIAC.
Approved staff’s recommendation to notify the USS Forrest Sherman Foundation that the County is not interested in pursuing the USS Forrest Sherman project.
