Every day, decisions made by Calvert County Government officials affect you.  Now is a great time to get involved.  The Board of County Commissioners has established many boards, commissions, and committees that offer Calvert County citizens an avenue to actively participate in local government.  These boards deal with health and welfare, social programs, environmental issues, agricultural preservations, economic development, tourism, architectural review, women's issues, elderly issues, and others.

Adult Guardianship Review Board

State law requires each local Department of Social Services to implement a program of protective services for disabled individuals and vulnerable adults.  Each jurisdiction must appoint an Adult Guardianship Review Board to review guardianships held by public agencies within their area.

Composition:  The BOCC shall appoint 11 members, of which at least: one member shall be a professional representative of a local department; two shall be physicians, including one psychiatrist from a local health department that employs psychiatrists; one shall be a representative of a local commission on aging; one shall be a professional representative of a local nonprofit social service organization; one shall be a lawyer; two shall be lay individuals; one shall be a public health nurse; one shall be a professional in the field of disabilities; and one shall be a person with a physical disability.  The term of each member shall be three years.

Agricultural Preservation Advisory Board

The Board develops procedures for the formation of County Agricultural Preservation Districts, accepts and approves or rejects applications for County Agricultural Preservation Districts, reviews applications to the County's Purchase and Retirement Fund, and reviews and makes recommendations on applications for the Maryland Agricultural Land Preservation Program.

Composition:  The BOCC shall appoint five members, and may appoint one or more alternate members.  There shall be at least one member from each election district, three of whom shall be owner/operators of commercial farms.  The term of each member shall be five years, and members may not serve for more than two consecutive full terms.

Agricultural Preservation Advisory Committee

The Committee provides advice and local knowledge to the Agricultural Preservation Advisory Board.

Composition:  There is no limit to the number of members that may be appointed by the BOCC.  The term of each member shall be five years, and members may not serve for more than two consecutive full terms.

Agricultural Reconciliation Committee

The Committee was created as a result of the Calvert County Right to Farm Ordinance, adopted in 1996.  The Committee arbitrates/mediates conflicts involving agricultural or forestry operation conducted on agricultural lands and issues opinions on whether such agricultural or forestry operations are conducted in a manner consistent with accepted agricultural or forestry management practices.

Composition:  The BOCC shall appoint five members, of which at least:  two shall be members of homeowners' associations; two shall be recommended by the Agriculture Commission; and one shall be chosen as an at-large member.  The term of each member shall be three years.

Agriculture Commission

The Commission advises the Board of County Commissioners on issues that affect directly, or indirectly, the farming industry in the County and promotes the continuance of viable farming industries in Calvert County and explores and develops new agri-business.

Composition:  The BOCC shall appoint 12 members.  There shall be at least two members from each election district and six at-large members.  In addition, there are agency representatives from: Calvert Soil Conservation District, Farm Bureau, Farmers Market, DNR/Forestry Service, Cooperative Extension Service, and the Agriculture Preservation Board.  The term of each member shall be three years.  Members must complete financial disclosure statements annually.

Board of Appeals

The Board has the power to 1) hear and decide appeals where it is alleged there is an error in any order, requirement, decision, or determination made by an administrative officer in the enforcement of Ordinances adopted under Article 66B of the Annotated Code of Maryland; 2) hear and decide special exceptions to the terms of the Zoning Ordinance; and 3) grant variances from the terms of the Zoning Ordinance.

Composition:  The BOCC shall appoint five members.  There shall be three regular members and two alternate members.  The term of each member shall be three years.  Members must complete financial disclosure statements annually.

Board of Commissioners of the Housing Authority of Calvert County

The Board sets policies governing the Housing Authority of Calvert County operation, and charts the direction of current/future programs to help alleviate shortages of safe/affordable dwelling accommodations.

Composition:  There shall be five members appointed by the BOCC.   The term of each member shall be five years.   Members must complete financial disclosure statements annually.

Board of Elections

The Board oversees the conduct of all elections held in the County, ensuring that the elections process is conducted in an open, convenient, and impartial manner.  The Board registers any eligible person who wishes to vote, and is responsible for all registrations for county, state, and national Elections, as well as the registrations for the municipalities of the County.  This office also helps persons seeking elective office with candidate filings and maintains electoral information.

Composition:  The Board shall consist of three regular members and two substitute members appointed by the Governor from a list submitted by the county central committees representing the majority party and the principal minority party, as appropriate.  Two regular members and one substitute member shall be of the majority party, and one regular member and one substitute member shall be of the principal minority party.  The term of a member is four years, beginning on the first Monday in June of each year following a gubernatorial election.

Board of Electrical Examiners and Supervisors

The Board examines the qualifications and capabilities of all persons who are engaged or desire to engage in the business of electrical work as defined in Title 9, Subtitle 1 of the Code of Public Local Laws of Calvert County, MD.

Composition:  There shall be three members appointed by the Governor with the advice and consent of the senate from a list of five persons submitted by the County’s central committees. All members shall be master electricians who have resided and been engaged in the business of electrician in Calvert County for a period of three years The term of each member shall be two years.

Board of Library Trustees

The Board governs the library. Its duties include determining policy, adopting use rules, supervising the spending of public funds, and hiring the director.

Composition:   The BOCC shall appoint seven members.  The term of each member shall be five years, and members may not serve for more than two consecutive terms.

Board of License Commissioners a.k.a Liquor Board

The Commission's responsibility is to regulate and control the sale and distribution of alcoholic beverages within the county to obtain respect and obedience to laws and to administer and enforce the provisions of the laws of the State of Maryland and the Rules and Regulations of Calvert County.

Composition:  There shall be three regular members and one alternate member appointed by the Governor of Maryland, biennially, by and with the advice and consent of the Senate, if in session, and if not in session, then the Governor alone, and an alternate. The term of each member shall be two years.

Board of Parks and Recreation

The Board reviews proposals for and implements county-wide recreation programs.

Composition:   The BOCC shall appoint nine members.  The term of each member shall be three years.

Building Board

The Board reviews and recommends changes, additions, or deletions to the Building Code, rules and regulations, setting of fees, and such other requirements they deem necessary for public safety, health, and general welfare. The Board also approves building contractors' license applications and reviews contractors' problems.

Calvert Community Fund Advisory Board

The Board provides oversight for the Calvert Community Fund, a donor-fund established through the Foundation for Community Partnerships, Inc., to provide a mechanism for county groups to establish a signature fund that addresses local needs.

Composition:  The BOCC shall consist of 13 members:  1 member of the BOCC (non-voting); 1 member of the United Way of Calvert County (non-voting); 1 CCFN Budget Analyst (non-voting); 6 members of CCFN’s Board members/staff (CCFN Coordinator, CCFN Board Chair, 2 CCFN Public Sector Members (Governor’s Office for Children Mandated), 2 CCFN Private Sector Members; 4 members from the banking/investment/financial community, legal community, Chamber of Commerce and 1 citizen.

Calvert County Family Network Board of Directors

The Board serves as an advisory board to the Board of County Commissioners, facilitating the implementation and/or enhancement of those programs mandated by the State, targeting at-risk youth and families.

Composition:  The BOCC shall appoint at least 10, but not more than 20, members.  In accordance with the Governor's Office for Children' s Local Management Board Policies and Procedures Manual, the following government agencies shall be represented on the CCFN Board:  the Department of Social Services, the Board of Education, the Dept. of Juvenile Services, the Health Dept., the Core Service Agency, local law enforcement, and the local government.  The term of each member shall be three years, ending on June 30 of the respective year, and members may not serve for more than two consecutive full terms.

Calvert Housing Opportunities Committee

The Committee shall serve in an advisory capacity to the Board of County Commissioners on policies that will promote the development of affordable housing opportunities for the residents of Calvert County.

Composition:  The BOCC shall appoint 11 members.  There shall be representation from the following entities/groups:  Community Resources Director, Finance and Budget Director, Planning and Zoning Director, Executive Director of the Housing Authority of Calvert County (or designee), Homeless Service Organization, Non-profit agency, clergy, the banking community, the building industry, the disability community, and the general public.  The term of each member shall be four years.

Calvert Marine Museum Board of Governors

The Board provides oversight to the Calvert Marine Museum, its goals, and purpose that may be altered by changing trends and traditions.

Composition:  The BOCC shall appoint 15 members from a list of nominees provided by the Board of Governors.  There shall also be three ex-officio members, including the Museum Director, a representative from the local military community, and a representative of the BOCC.  The term of each member shall be three years, beginning on January 1, and members may not serve for more than two consecutive full terms.

Calvert Soil Conservation District Board of Directors

The District, as an independent agency, is recognized as the lead organization for providing information and programs for the conservation of soil, water, and related natural resources and improvement of water quality in Calvert County. Within each Soil Conservation District a board of directors is elected to represent the community. They are the supervisors of the Soil Conservation District and help the soil conservationists and cooperators form a team.

Composition:  There shall be five members. One member shall be appointed by the BOCC with an ongoing term.

Citizens Advisory Committee

The Committee studies (evaluates and investigates) specific topics as directed by the BOCC and reports back to the BOCC with written conclusions and/or recommendations.

Composition:  Each Commissioner shall appoint five members (totaling 25 members).  The term of each member shall be four years, coinciding with the election of the BOCC.

Commission for Women

The Commission is charged with:  developing opportunities for women, eliminating barriers, promoting security and safety, enhancing economic self sufficiency, identifying problems and recommending solutions, and giving recognitions to the contributions of women in Calvert County.

Composition:  There shall be 15 members appointed by the BOCC.   The term of each member shall be three years.

Commission on Aging

The Commission advocates senior citizens' well-being and represents them on the local, state, and national levels to foster programs, housing, and services. The Commission also advises the BOCC and the Office on Aging on how to better meet the needs of the County's senior citizens.

Composition:  There shall be 16 members appointed by the BOCC, of which there shall be at least: one member who is a local elected official; one member of the Clergy; one member of a non-profit organization dedicated to the interests of senior citizens; and one member who represents health services for the elderly in the County.  The term of each member shall be four years, beginning on May 1, unless appointed to an unfulfilled term.  Members shall be limited to two consecutive full terms; thereafter, a member may be reappointed after one year's absence from the Commission.

Common Ownership Infrastructure Advisory Committee

The Committee advises the BOCC on matters involving infrastructure needs throughout communities in Calvert County and serves as an informational source to organizations responsible for common ownership infrastructure.

Composition:  There shall be 11 members appointed by the BOCC.  The term of each member shall be three years.

Compensation Review Board

By December 1 of a year which immediately precedes a year in which the County Commissioners are elected, the Board shall: review the salaries set by law for Calvert County officials; review state and local laws and the procedures following in Calvert County concerning the inclusion of benefits as part of the compensation of the County Commissioners; make recommendations to the County Commissioners concerning the compensation set by law for county officials; and make a special recommendation concerning the inclusion of benefits as part of the compensation of County Commissioners.

Composition:  There shall be seven members, of which two members shall be appointed by the BOCC; one member shall be appointed by the Legislative Delegation from the 29th Legislative District; one member shall be appointed by the Democratic Central Committee; one member shall be appointed by the Republican Central Committee; one member shall be appointed by the Chamber of Commerce; and one member shall be appointed by the Economic Development Commission.  At least one member of the Board shall have been a member of the previous Board.

Core Service Agency Advisory Board

The Board serves in an advisory capacity to the Calvert County Core Service Agency and annually reviews and approves the Comprehensive Mental Health Plan for Calvert County.

Composition:  There is no limit to the number of members that may be appointed by the BOCC.  The term of each member shall be one year.

Cove Point Light Station Commission

The Commission serves as an advisory board to the BOCC on matters concerning the Cove Point Light Station and its impact on the Cove Point communities.

Composition:  There shall be seven members appointed by the BOCC, of which three of the members shall be Calvert County representatives, including one representative of the Calvert Marine Museum; two of the members shall be appointed by the BOCC from a list submitted by the Cove Point Beach Association; one member shall be appointed by the BOCC from a list submitted by the Cove of Calvert Association; and one member shall be appointed by the BOCC at the suggestion of the Commission members.  The term of each member shall be two years, commencing on February 1.

Critical Area Reforestation Committee

The Calvert County Critical Area Program, implemented in December 1988, requires the County to maintain 100% of existing forest cover within the Critical Area (land within 1,000 feet of tidal waters). When maintenance or replacement of forest cover on site is not possible, a fee is collected to cover the cost of replacement on another tract within the critical area.  These fees-in-lieu of replanting are held in the Critical Area Reforestation Fund and subsequently used to plant appropriate sites.  The Critical Area Reforestation Evaluation Committee reviews all applications for reforestation or tree planting using the Critical Area Reforestation Fund.

Composition:  The BOCC shall appoint representatives from the following entities: Calvert Soil Conservation District, American Chestnut Land Trust, Agriculture Commission, Maryland Department of Natural Resources Forest Service, Forestry Board, and the Department of Planning and Zoning.  The term of each member shall be three years.

Dunkirk Architectural Review Committee

The Committee reviews exterior design features of all structures as well as all signs within the Town Center in accordance with appearance standards and guidelines specified by the Master Plan and Zoning Ordinance. The Committee also promotes awareness of good design within the community and advises the County on matters relating to appearance or design within the Town Center. The committee has the additional task of reviewing the Master Plan and Zoning Ordinance and making recommendations to the BOCC.

Composition:  There shall be five members appointed by the BOCC.  All members shall either work, reside, or represent an institution within the Calvert County postal area of the Town Center (TC); at least one member shall have experience in architecture, landscape architecture, historic preservation, urban design planning, engineering, or related fields; at least one member shall be an owner of a business located within the TC; and at least one member shall be a resident (within the postal area) who is not connected with a business within the TC. Exceptions in the criteria may be made by the BOCC in the event there is only one qualified candidate or no qualified candidates.  The term of each member shall be four years.

Economic Development Authority

The Authority undertakes and supports economic development activities Countywide and was created for the purpose of acquiring, constructing, developing, improving, operating, and managing economic properties in the County.  The Authority oversees management and land sales at the Calvert County Industrial Park and the Patuxent Business Park.

Composition:  There shall be at least seven, but not more than nine, members appointed by the BOCC.  The term of each member shall be three years.

Economic Development Commission

The Commission acts in an advisory capacity to the BOCC to promote, encourage, and improve the County's general economic well-being through the expansion of employment opportunities; the increase of tax revenues; the provision of liaison between local businesses and local/state/federal agencies; and the efficient utilization of county resources.

Composition:  There shall be at least nine, but no more than 15 members, appointed by the BOCC.  The term of each member shall be three years, and members may not serve for more than three consecutive full terms.  Members must complete financial disclosure statements annually.

Emergency Medical Services Advisory Committee

The Council prepares and oversees the implementation of comprehensive emergency medical service plans and represents the interest of the County in regional, state, interstate, and federal emergency medical services planning and programs.

Composition:  There shall be 15 members.  Three at-large members (one from each voting district) shall be appointed by the BOCC, and one member shall be appointed from each of the following agencies or organizations:  each Emergency Medical Service Company (Companies 1, 3, 4, 5, 6, 7, and Calvert Advanced Life Support), Prince Frederick Volunteer Fire Department, Calvert Rescue Dive Team, Medical Director, Emergency Department Nursing, and Calvert Control Center.  The term of each member shall be two years, and members may not serve for more than two consecutive full terms.

Employees Recognition Committee

The purpose and mission of the Employee Recognition Committee (ERC) is to:  publicly recognize individual Calvert County employees for outstanding performance; conduct an annual service award presentation acknowledging milestones in years of service for County employees; provide social opportunities aimed at boosting employee morale; send cards and/or flowers to employees acknowledging significant life events (those events may include:  marriage, birth of a child, illness of an employee or death in immediate family); award annual college scholarships to qualifying dependents of eligible County employees; and prepare and distribute a newsletter to all County employees to apprise them of ERC events, employee happenings or other topics of interest.

Composition:  There shall be 15 members appointed by the BOCC.  The term of each member shall be three years.

Employees Retirement Plan Board of Trustees

The County has adopted the Calvert County Employees Retirement Plan effective July 1, 1996, for the benefit of its eligible employees; the assets of the Plan shall be held in trust for the exclusive purposes of providing benefits to participants in the Plan and their beneficiaries, and defraying reasonable expenses of administering the Plan and the Trust. The Board of Trustees oversees the proper administration of the Plan.

Employees Retirement Savings Plan Board of Trustees

The County has adopted the Calvert County Employees Retirement Savings Plan effective January 1, 1999, for the benefit of its eligible employees; the assets of the Plan shall be held in trust for the exclusive purposes of providing benefits to participants in the Plan and their beneficiaries, and defraying reasonable expenses of administering the Plan and the Trust. The Board of Trustees oversees the proper administration of the Plan.

Composition:  The Board of Trustees shall consist of eight members appointed by the BOCC, including one employee representative recommended by the Calvert County Employee Representative Committee, one employee representative recommended by the BOCC, the County Administrator, the Finance and Budget Director, the Finance and Budget Deputy Director, and three citizens who have expertise in pension administration, investing, or finance.  The term of the employee representatives and citizen members shall be three years.

Environmental Commission

The Commission provides recommendations to the Department of Planning and Zoning, Planning Commission, and BOCC on matters that affect the environment (air, land, and water) in Calvert County.  As approved by the BOCC, the goals of the Commission are to:  reduce nutrient pollution from septic systems, encourage environmentally sensitive watershed management practices, develop regulations for forest replacement outside the Critical Area and for the protection of large tracts of contiguous forests, make recommendations for directing growth to Town Centers, encourage energy and water conservation, and encourage Green Buildings and improved storm water management practices.

Composition:  There shall be 11 members appointed by the BOCC.  The term of each member shall be three years.  Members must complete financial disclosure statements annually.

Ethics Commission

The Commission implements the Calvert County Ethics Code through advisory opinions, resolution of complaints, and devises, receives, and maintains ethics reporting forms.

Fire and Rescue Commission

The Commission reviews fire department/rescue squad's financing, distributes County funds appropriated for these services, and drafts plans consistent with the County's Comprehensive Plan.

Composition:  The Commission shall consist of six members who shall be determined as follows: (1) one member from each election district shall be appointed by the BOCC from a list submitted by the County Volunteer Fire and Rescue Association, none of whom shall be members of a County fire department or rescue squad; 2) one member of a County fire department and one member of a County rescue squad to be elected by the County Volunteer Fire and Rescue Association; and 3) a County Commissioner or their designee.  The term of each member is two years.

Gambling Permit Review Committee

The Committee reviews applications for gaming permits and makes recommendations for approval or denial to the BOCC.  In addition, the Committee has the responsibility to conduct studies of the County's regulations governing gambling activities and make recommendations to the BOCC for amendments, modifications, and additions thereto.

Composition:  There shall be five members appointed by the BOCC, including a member of the clergy, a Law Enforcement Officer, an individual with a background and experience in the field of finance, and two other citizens. The term of each member is four years.

Heritage Committee

The Committee acts in an advisory body to the BOCC by identifying ways to increase public awareness of Calvert County's rich historical and cultural heritage and promotes the diversity of the historical and cultural resources of Calvert County.

Historic District Commission

Appointed by the Board of County Commissioners, in accordance with State law, the Historic District Commission serves as a citizen review board on historic districting decisions.  As set forth in Article 66B of the Annotated Code of Maryland and the County Ordinance for the Designation and Preservation of Historic Districts, the Historic District Commission is both an advisory and decision-making body.  In its advisory capacity, the Commission is required to make recommendations concerning the historic districting of properties, amendments to ordinances and other decisions concerning historic preservation in the County.  In its decision-making capacity, the Commission approves work permits. In both capacities, the Commission may solicit comments from appropriate County, State and federal agencies prior to making recommendations or decisions.  Also, the Commission promotes public education about local history and heritage resources.

Huntingtown Architectural Review Committee

The Committee makes recommendations to the Planning Commission regarding approval of exterior design features of buildings, structures, and signs within the Mixed Use and Neighborhood Districts on the basis of appearance standards and criteria; promotes awareness of good designs within the community; advises the county on matters relating to the design of public amenities within the Town Center (TC) and other matters relating to appearance within the TC; and reviews updates to the master plan and makes recommendations.

Composition:  There shall be five members appointed by the BOCC, of which at least: one member shall have experience in architecture, landscape architecture, historic preservation, urban design, planning, engineering, or related fields; one member shall be an owner of a business located within the TC; one member shall be a resident (within five miles) who is not connected with a business within the TC; and no more than two members may be from areas more than five miles away from the TC.  Exceptions in the criteria may be made by the BOCC in the event there is only one qualified candidate or no qualified candidates.  The term of each member shall be four years.

Jefferson Patterson Park and Museum Advisory Committee

The Committee was established by the terms of the Trust Agreement when Mrs. Patterson gifted the property to the state in 1983.  The Committee is charged with overseeing the development and operation as it specifically relates to the terms of the Trust Agreement.

Composition:    There shall be nine members. Of which, one member shall be appointed by the BOCC with an ongoing term; three members shall be appointed by the Governor; three members shall be appointed by the Marpat Foundation; and the Society for American Archaeology and National Trust for Historic Preservation shall each appoint one member.

Local Alcohol and Drug Abuse Council

The Council develops the plans, strategies, and priorities of the county for meeting the identified needs of the general public and the criminal justice system for alcohol and drug abuse evaluation, prevention, intervention, and treatment.

Composition:  The Council shall consist of the following individuals:  (1) the health officer of the local health department; (2) the director of the local department of social services; (3) the Regional Director of the Department of Juvenile Services; (4) the Regional Director of the Division of Parole and Probation, or the Director's designee; (5) the State's Attorney, or the State's Attorney's designee; (6) the district public defender;(7) the Sheriff; (8) the president of the local board of education;(9) a representative of the BOCC; (10) the administrative judge of the circuit court; 11) The administrative judge of the district court; and 12) the following individuals appointed by the BOCC:  (i) at least one recipient of addictions treatment services; (ii) two substance abuse providers, at least one of whom has experience with services to individuals with co-occurring substance abuse and mental health disorders; (iii) at least one substance abuse prevention provider; (iv) at least one individual who is knowledgeable and active on substance abuse issues that affect the county; (v) the Detention Center Administrator; and (vi) at least one other individual who is knowledgeable about treatment of substance abuse in the county, including members of civic organizations, the chamber of commerce, health care professional organizations, or the clergy.  The term of each member shall be four years.

The Trustees keep accurate and detailed accounts of all investments, receipts and payments and other Trust transactions, showing the complete record of the Trust’s operation.

Composition:  There shall be nine members appointed by the BOCC, including three members of the Board of Education, three County employees, three members of the general public with expertise in either funding retiree health benefits, the economics of affordable retiree health care programs, or investing pension fund assets, that are residents of the County and have expertise in health benefits administration, investing or finance and who are not a County employee or elected or appointed County official or a participant in any County retirement plan.  The term of each member shall be three years.

The Commission serves as a citizen review board on County planning decisions; makes recommendations concerning the zoning of land, amendments to the ordinances, the development of public structures and services, land acquisitions, and other development and growth-related issues; creates, approves, and amends the Comprehensive Plan; prepares master plans and other reports necessary to guide development or to educate the citizens of County planning decisions; and reviews and approves the subdivision of land for residential and commercial use and plans for the future development of individual sites.

Prince Frederick Architectural Review Committee

The Committee makes recommendations to the Planning Commission on all new or remodeling of existing commercial, office, industrial, and institutional buildings; all new residential buildings; additions to existing residential buildings visible from existing or proposed public roads; remodeling of existing residential buildings visible from public roads if they are located within the Old Town District, Old Town Residential District, Old Town Transitional District or Fairgrounds District; new signs and changes to existing signs and new fences; and changes to existing fences visible from existing or proposed public roads.

Property Tax Assessment Appeals Board

The Board have jurisdiction over all appeals in Calvert County concerning property tax assessments, the Home Owners’ Tax Credit Program, the Renters’ Tax Credit Program, the Agricultural Land Preservation Easement Program, and other local tax matters assigned to the Board for hearing.  This jurisdiction includes but is not limited to appeals concerning local tax credits, local taxes, and special taxing areas (Code Tax – Property Article, Title 3).

Composition: There shall be three members and one alternate appointed by the Governor.  The term of each member shall be five years.  Members must complete financial disclosure statements annually.

 

St. Leonard Architectural Review Committee

The Committee makes recommendations to the Planning Commission regarding approval of exterior design features of public and private sector buildings, structures, and signs on the basis of the Town Center (TC) architectural appearance standards and criteria; promotes awareness of good design within the community; and reviews master plans and make recommendations.

Social Services Advisory Board

The Board works closely with Department of Social Services Director on local application of state policies/procedures and issues relative to the program; advises local Director on local issues or programs related to the provision of social services; and provides recommendations for serving county residents more effectively.

Solomons Architectural Review Committee

The Committee makes recommendations to the Planning Commission on site designs and external design features of buildings, structures other than buildings and signs for public, quasi-public, commercial, residential, industrial, multi-family or mixed use development.

Of which, at least one member shall have experience in architecture, landscape architecture, historic preservation, urban design, planning, engineering, or related fields; at least one member shall be an owner of a business located within the Town Center (TC); and at least one member shall be a resident who is not connected with a business within the TC. Southern Maryland Resource Conservation and Development Board of Directors

The Southern Maryland Resource Conservation and Development (RC&D) is a 501(c)(3) non-profit corporation serving the citizens of Anne Arundel, Calvert, Charles and St. Mary's Counties.  Working with diverse partners, and with assistance from the U.S. Department of Agriculture, Southern Maryland RC&D helps our communities address conservation and quality of life concerns.

Southern Maryland Tri-County Community Action Committee Board of Directors

The mission of the agency is to provide services to eligible citizens that alleviate the causes and conditions of poverty, promote upward mobility, and enrich the quality of life.  SMTCCAC, Inc., plans, coordinates and administers programs designed to combat the problems of poverty affecting the inhabitants of urban and rural communities in the three county region of Southern Maryland.

Composition:  There shall be 18 members.  Of which, the BOCC shall appoint six members with a four year term limit. The remainder of the board shall be equally comprised of representatives of the tri-county region's local government, consumers of services and members of the private sector dedicated to promoting upward mobility and economic self-sufficiency.

Tourism Advisory Committee

The Commission works in an advisory capacity to the BOCC to promote, encourage, and improve initiatives that support or expand the tourism industry in Calvert County.

Composition:  There shall be at least nine, but not more than 16 members. Of which, 14 members shall be appointed by the BOCC; one member shall be the Chairperson of the Calvert County Chamber of Commerce, or his or her designee; and one member shall be the Executive Director of the Tri-County Council for Southern Maryland, or his or her designee.  The term of each member shall be three years.

Tri-County Youth Services Bureau, Inc., Board of Directors

Tri-County Youth Services Bureau, Inc. is a community-based, private nonprofit organization supporting youth and strengthening families in Charles, Calvert, and St. Mary’s counties since 1971.

Composition: There shall be 18 members.  Of which, six members shall be appointed by the BOCC with a three year term limit.  Members may not serve for more than two consecutive full terms.
