Summary of Action Taken
Tuesday, August 10, 2004
Received a copy of the 2004 Calvert County Fair Book.
Recognized students from Northern Middle and High Schools who participated in the MESA national competition.
Took the following action on the big box regulations (Text Amendment #03-5): approved the recommendation of the Planning Commission accepting the four areas defined as sites suitable for big commercial retail stores: all of the Dunkirk Town Center, portions of the Prince Frederick Town Center, portions of the Lusby Town Center, and portions of the Solomons Town Center; approved the recommendation of the Planning Commission regarding maintenance agreements, co-location and appearance standards and that co-location is 20% of the total square footage rather than using a formula; approved the recommendation of the Planning Commission regarding definitions of “Commercial Retail Establishment”, “Commercial Retail Building”, and “Shopping Center”; approved limiting the size of big boxes in the Prince Frederick Town Center to 120,000 sq.ft. (Entry and Village Districts) with co-location a minimum of 20% for a total of 144,000 sq.ft.; approved limiting big boxes in the Solomons Town Center to 75,000 sq.ft. plus a minimum of 20% co-location; approved limiting big boxes in the Dunkirk Town Center to 75,000 sq.ft. plus a minimum of 20% co-location; approved limiting big boxes in the Lusby Town Center to 75,000 sq.ft. plus a minimum of 20% co-location; approved limiting retail stores in the Huntingtown and St. Leonard Town Centers to 25,000 sq.ft. in accordance with the Town Center Master Plans and that no co-location be required; and approved the recommendation of the Planning Commission to restrict big boxes from the Rural Commercial areas, and limit retail development in Rural Commercial areas to a combined total square footage of 25,000 sq.ft. of development per lot or parcel of record effective August 10, 2004.
Approved Text Amendment #04-4, Commercial/Industrial Adequate Public Facilities Regulations with revisions to the language regarding waivers for mitigation requirements. Staff to return with proposed revised language.
Approved that Calvert County operate as a Code Home Rule County under Article XI-F of the Maryland Constitution, subject to approval at referendum and signed a letter and resolution. Also approved disbanding the Code Home Rule Task Force.
Reviewed the draft staff report on Text Amendment #04-5, David Foster and Karen Jones to require a buffer and define fencing requirements for subdivisions adjacent to active farms. Directed staff to return with additional definitions in two weeks.
