BOARD OF COUNTY COMMISSIONERS

Summary of Action Taken

Tuesday, October 26, 2004

 

Presented a proclamation designating the month of November as Hospice Month.

Received the Chesapeake Bay Program Local Government Advisory Committee Gold Level Award recognizing Calvert County’s efforts to restoring and protecting the Bay.

Reappointed Marshall Gibson, Michael Hewitt, Kirk Swain, and Constantine Pappas to the Calvert Marine Museum Board of Governors and appointed Vice Admiral James Perkins, III to fill a vacancy due to a term expiration.

Reappointed Craig Baxtrom, Beth Meador and Dominic Raino to the Deputy Sheriffs and Correctional Officers Pension Plan Board of Trustees.

Appointed Kaye Herrell to the Social Services Advisory Board to fill a vacancy due to a term expiration.

Reviewed the preliminary FY 2006 capital improvement program budget.  Approved projects requested by the Board of Education that require State funding participation.  Also approved requesting bonding authorization for projects.

Held a public hearing on a budget adjustment on the Prince Frederick Library project.  Approved budget adjustment #159 funding the project shortfall from reserves.  Agreed to reserve the right to fund the project with bonding funds, if necessary.  Directed the County Attorney to proceed with acquisition of the site where the Library will be constructed.  Approved awarding the contract for construction of the building to Zadmer Enterprises, Inc. as recommended.

Hosted a luncheon with representatives from the Maryland Association of Counties.

Reconsidered action taken previously on options to take to public hearing on water and sewer rate restructuring.  The Board previously approved considering the One-Rate and System-Rate proposals.  Approved that the options to be considered at public hearing will be the System Rate and Blended Rate proposals. 

Approved the terms on a loan the Economic Development Authority is making to MEDCO for capital improvements at Chesapeake Hills Golf Course.

Approved a proposed modification to the Development Agreement regarding Patuxent Business Park regarding building height.  The proposed modification will be forwarded to the Planning Commission for review prior to scheduling a public hearing.

Approved a resolution of intent to reimburse for expenditures on specific capital projects to be funded by future bond sale.

Discussed publication of a mid-term report.  Approved moving forward and approved  budget adjustment #165 in the amount of $20,000 from Commissioners Contingency establishing a budget for the project.

Approved directing staff to initiate a second round of applications in connection with the Leveraging Program.

Awarded the contract for construction of the Prince Frederick Loop Road from West Dares Beach Road to Chapline Place to the low bidder, Corinthian Contractors, Inc.

Deferred action on a request from the Housing Authority to amend a payment-in-lieu of taxes (PILOT) agreement for Southern Pines.  Requested information on terms of other PILOTs that have been approved.

Reviewed a list of legislative items to be submitted to the Legislative Delegation for consideration during the 2005 General Assembly.  Added an item regarding humane treatment of animals.

Held a joint public hearing with the Planning Commission on the draft Comprehensive Plan.  The Planning Commission approved holding the record open for two weeks to receive further public comment.
