BOARD OF COUNTY COMMISSIONERS

Summary of Actions Taken

Tuesday, April 5, 2005

 

Recognized the poster winners from Calvert County schools during the Month of the Young Child presentation.

Proclaimed the month of April CAASA Alcohol Awareness Month.

Kicked-off the Sheriff’s & State of Maryland Chief’s Challenge Campaign.

Held a meeting with the Mayors of the Towns of Chesapeake Beach and North Beach. Approved the tax differential remain the same at $.336.

Approved the recommendation by the Planning Commission to make the changes to Text Amendment Case No. 04-6, Amendment to Section 5-1.02.C.4 of the Calvert County Zoning Ordinance, Retirement of Existing Lots and Creation of TDRs.

Approved the recommendation by the Planning Commission to make the changes to Text Amendment Case No. 04-9, Amendment to Article 12 of the Calvert County Zoning Ordinance, Definition of Setbacks and Related Terms.

Deferred decision on appointments to the Local Citizen Review Panel until further clarification of the rules of appointee qualifications has been brought back to the Board.

Approved seven (7) Gambling Permit Applications as recommended by the Gambling Permit Review Committee for the 2nd quarter 2005.

Approved Budget Adjustment #367 for additional funding request of $15,000 by the Calvert County Historical Society.

Awarded the contract for Spring 2005 Tree Planting – Critical Area Reforestation Projects to Ed’s Plant World of Clinton, Maryland, as recommended by the Purchasing Office.

Approved the recommendation by the Office of Personnel to continue the Criminal Background Investigations process as is currently in place, and authorized the Department of Parks & Recreation to proceed with their proposal for volunteers with three modifications.

Approved recommendation by the Department of Public Safety to award the Fire and Rescue Apparatus Grant for the purchase of a medic 101 unit.

Approved recommendation by the Department of Public Works for Budget Adjustment #388, transferring $40,000 from the mapping /alignment capital account to the Solomons round-about capital account for engineering. Further approved the recommendation to contract with the firm of Wallace, Montgomery & Associates to perform the design of the Solomons round-about and authorized the President of the Board to execute a contract in the amount of $79,700.

Approved request by the Calvert Marine Museum to host three concerts during their summer season.

Awarded 2.5 TDRs as presented by Greg Bowen for #04-49, Deckmann LLC.

Approved application for Certification of Development Options APD #84-14A for John D. Briscoe.

Approved application for Certification of Development Options APD #05-03 for Rose Haven, Inc.

Work Session #1 – Treatment Center Transition Plan:

The Board approved three of the four recommendations presented by the Department of Community Resources, with the fourth being a moot point:

1.   Approved signing the letter giving the vendor, DWI services, Inc. written notification of the County’s intent not to exercise option for renewal, giving DWI a nine month transition time with vacating the premises no later than December 31, 2005.

2.   Approved requesting Calvert County Health Department, through its Calvert Substance Abuse Services division, to formally establish a Purchase of Services process, subject to final BOCC approval.

3.   Authorized Calvert Substance Abuse Services and county staff to establish MOU’s with key substance abuse services providers in St. Mary’s, Charles, Anne Arundel, and surrounding counties, including DWI Services, Inc., subject to final BOCC approval.

Work Session #2 – Regulating Big Boxes in Dunkirk

BOCC voted that this be sent back to the staff of Planning and Zoning for further review and bring another draft back to BOCC for approval.
