The Department of  Finance and Budget is responsible for maintaining the budget and accounting records for the County. This includes the preparation of The Official Statement for bond issuance, the management of the County Operating Budget and the Capital Improvements Program Budget, oversight of purchasing, billing, investments, retirement and pension funds and employee benefits.

Concentrated efforts have been made to maintain and improve the County's "high-quality" ratings for its general obligation bonds through innovations in financial and debt administration. The rating of bonds is a service supplied by national firms as a guide to investors. Bond ratings measure a County's credit-worthiness, its financial management and planning capabilities, and the quality of its elected and administrative leadership, as well as its activity, wealth and social characteristics. High-quality ratings increase demand for Calvert County bonds and help to lower interest costs paid by County property owners. The County's most recent ratings are as follows: Moody's Investors Service, Inc., Aa1; Standard and Poor's , Inc., AA+; and Fitch Ratings, AAA.  These exceptional ratings are either at or near the top of the ratings scales.
