The Department of Public Works supervises all public building construction projects, as well as road and bridge construction and maintenance projects. The department also reviews all subdivision plats, as well as building and grading permits.

The Engineering Bureau staff develop, coordinate, issue, evaluate and monitor proposals and contracts for highway maintenance and capital projects. They review residential and commercial plans for subdivision plats, building and grading permit approval, collect and monitor bonding, and coordinate road development and stormwater management inspections.

The Utilities Bureau consists of the Solid Waste Division, whose staff oversees the landfill and the solid waste collection system, and the Water and Sewerage Division.
