Cove Point LNG Emergency Preparedness
The Calvert County Emergency Management Office has worked closely with the Public Safety agencies and Dominion - Cove Point to develop emergency response plans for an incident at the Cove Point LNG facility. These plans include emergency response and evacuation procedures were developed for an on-site, off-site, or off-shore accident.
In the event of an incident that involves off-site evacuation the following procedures will be implemented:
Alert and Notification of Public:
Citizens expected to be in harms way will be notified by 4 major sources...
Sirens :
If you hear the sirens sounding, you should tune to your local EAS (Emergency Alert Station) for instructions.
CodeRed :
Emergency Telephone Mass Notification System; If you are in the evacuation zone, you will be notified, by telephone, with instructions. (*Note: The database is only as complete as the information we have, please call 410-535-1600 Ext. 2302 to ensure your information is captured.)
Route-Alerting Process :
Emergency vehicles will be assigned to patrol each street in the evacuation zones to alert each household about the emergency.
Media Announcements :
Media announcements will be made on each of the local EAS stations.

Roads enriched with RED directional arrows indicate suggested path, in the event of an evacuation. Please locate which EPZ in which you reside and familiarize yourself with the suggested path of evacuation. Those individuals who reside in EPZ 2 should follow the route south through Chesapeake Ranch Estates.

Patuxent High School has been designated as the Mass Care Facility in the event of an evacuation. Alternate or additional Mass Care Centers may be established based on the situation at the time of the emergency.

Emergency Planning Areas:
The Emergency Planning Area surrounding the Cove Point LNG Plant consists of four Emergency Planning Zones (EPZ's above). The four Emergency Planning Zones and the borders of each of the zones are:
Emergency Planning Zone 1 (EPZ-1)
EPZ-1 is the area immediately south of the Administrative Area of the Plant and extends:
- West on Cove Point Road to the entrance of Cove Point Park and includes
- Cove Point Park
- Leisure Lane
- East on Cove Point Road to the marked boundary with EPZ-2.
- South on Little Cove Point Road to the intersection of Little Cove Point Road and Hummingbird Drive (but does not include Hummingbird Drive) and includes
- Papas Ln.
- Striped Bass Ct
- Rudolph Ln
- Rudolph Ct
- Dasher Dr
- Prancer Ct
- Donner Ct.
- Dancer Ct.
Emergency Planning Zone 2 (EPZ-2)
EPZ-2 is the area extending east on Cove Point Road from the EPZ-1/EPZ-2 boundary to Cove Point Village (but does not include Cove Point Village) and includes:
- Cove of Calvert Development. This includes all roads within the development; including:
- Cove Lake Road
- Black Well Drive
- Bay View Ave.
- Hatteras Lane
- Hatteras Ct.
- Beacon Way
- Beacon Ct.
- Prism Ct.
Emergency Planning Zone 3 (EPZ-3)
EPZ-3 is the area including Cove Point Beach and extends from the Cove Point Lighthouse West on Cove Point Road to Beacon Way (but does not include Beacon Way). EPZ-3 includes all roads within Cove Point Beach; including:
- Lighthouse Blvd.
- Hemlock Drive
- Poplar Dr.
- Elm Dr.
- Cedar Dr.
- Holly Dr.
- Webster Dr.
- Chesapeake Dr.
- Beach Dr.
- Park Dr.
- Calvert Blvd.
Emergency Planning Zone 4 (EPZ-4)
EPZ-4 is the Calvert Cliffs State Park
