Appointed and Elected Officials

Calvert County is in Maryland's Legislative Districts 29C and 27B. Our State senators are Thomas V. "Mike" Miller, Jr. and Roy Dyson. Our delegates are James E. Proctor Jr.Joseph F. Vallario, Jr.Mark N. Fisher and Anthony J. O'Donnell.

Calvert County has the Commissioner form of government in which the commissioners serve executive and legislative functions, operating under a Code of Public Local Laws of Calvert County, revised in 1985, and are subject to legislation adopted by the State Legislature.

"Beginning with the general election to be held in Calvert County in November, 1978, five county commissioners shall be elected by County-wide vote.  One shall be a resident of the first election district, one a resident of the second election district, and one a resident of the third election district of the County.  Of the remaining candidates, the two receiving the highest number of votes shall be selected. Commissioners who are elected and qualify shall take office the third Tuesday of December following the election.  Each commissioner shall hold office for four years or until a successor is elected and qualified (Code 1981,§ 4-102; 1985,ch 715,§ 2.)" See Code of Public Local Laws of Calvert County, Section 2-102.

The County Commissioners appoint a Clerk to their Board who shall hold office at the pleasure of the Commissioners. The Clerk shall perform the duties required by the County Commissioners.

The Board of County Commissioners' are:  Gerald W. "Jerry" Clark, President,  Steven R. Weems, Vice PresidentPat NutterSusan Shaw, and  Evan K. Slaughenhoupt Jr. The Clerk is Corinne J. Cook.

The Board of County Commissioners' meetings are held on Tuesdays beginning at 10:00 a.m. in the Commissioners' Hearing Room, located on the second floor of the County Courthouse.  Evening meetings are scheduled when necessary. All regular or special meetings are open to the public. Executive Sessions are closed to the public pursuant to Section 10-508 of the State Government Article of the Annotated Code of Maryland.

Other elected officials in the County are:

  • Mike Evans, Calvert County Sheriff:
    The Calvert County Sheriff is the Chief Executive Law Enforcement Officer for the primary law enforcement agency within the territorial boundaries of Calvert County. The Sheriff manages the crime and traffic enforcement efforts, crime prevention and control efforts and coordinates law enforcement activities within Calvert County. The Sheriff has direct responsibility for court and judicial security and overall responsibility for county jail operations.  
  • Nova Tracy, Treasurer:
    Collects, has custody of and disburses County funds. Acts as agent of the State Commissioner of Motor Vehicles for the registration of motor vehicles.
  • Laura L. Martin, State's Attorney:
    Prosecutes any cases in Calvert County in which the State may be interested.
  • Marjorie L. Clagett & Warren J. Krug, Judges of the Circuit Court:
    Appoint necessary Court employees, sit as judge of the court in all civil and criminal cases within the County and sit as judge in Juvenile Court, except in certain custody cases.
  • Kathy Smith,Clerk of the Circuit Court:
    Maintains Court records and dockets; records deeds, mortgages and other legal instruments; issues various licenses; administers oath of office to elected officials; acts as Clerk for the Juvenile Court.
  • Thomas M. Pelagatti, Jessie Jo Bowen, Leslie M. Downs, Judges of the Orphan's Court:
    Have jurisdiction over estates of deceased persons, hear all controversial matters involving estates, and have concurrent jurisdiction with the Circuit Court in guardianship of minors.
  • Margaret H. Phipps, Register of Wills:
    Responsible for administration of all estates.  Admits wills to probate; appoints Personal Representatives; audits accounts; determines/collects fees, costs and State inheritance tax; maintains all records, and  a depository for Wills of the living.  Acts as Clerk to Orphans' court.
  • Board of Health: The County Commissioners constitute the Board of Health. The Board of Health appoints the County Health Officer with the advice and consent of the Secretary of Health and Mental Hygiene.
  • Board of Education: The Board of Education is elected in much the same way as the Board of County Commissioners. The main difference is that candidates must declare whether they are running from a district, or as an "at large" candidate. Voting is County-wide. They are elected for a four-year term on a staggered basis.
