2018 Maryland Legislative Session
Each year the Board of County Commissioners submits a list of legislative requests to the locally elected delegation to the Maryland
General Assembly. Under the State Constitution, county commissioner forms of government do not have the authority to pass public
local laws. For this reason, the commissioners must ask the local legislative delegation to submit bills for changes to the local laws
on their behalf to the General Assembly. If these bills are submitted, they then follow the state legislative process

In addition to the legislative requests, the Board of County Commissioners may also ask the local legislative delegation, which includes
two State Senators and three House Delegates, to take a specific position on other legislation being considered during the General
Assembly session. 

Legislative Requests

Original legislative requests for the upcoming 2018 Legislative Session were submitted on November 22, 2017. The letter was
sent to:  Senators Thomas V. Mike Miller, Jr. and Steve Waugh, and Delegates Jerry Clark, Mark N. Fisher, and Michael A. Jackson.

An update to the original legislative requests was submitted on December 4, 2017. The letter was sent to: Senators Thomas V. Mike Miller, Jr. and Steve Waugh, and Delegates Jerry Clark, Mark N. Fisher, and Michael A. Jackson.

HB498    (Calvert County Request Number 5) - Calvert County - Salary of Assistant Sheriff - Altering the salary of assistant sheriffs in Calvert County who were active duty deputy sheriffs immediately before appointment to be set by the County Commissioners of Calvert County; requiring the County Commissioners to include a certain cost of living adjustment in a certain assistant sheriff's salary under certain circumstances; prohibiting the County Commissioners from reducing a certain assistant sheriff's salary without cause; and authorizing the Sheriff to negotiate a certain assistant sheriff's salary.

HB1484  (Calvert County Request Number 6) - Calvert County - Class NB Instant Bingo License - Authorizing the County Commissioners of Calvert County to issue a Class NB license for conducting instant bingo under certain circumstances; authorizing a certain business or fraternal organization that obtains the approval of the county commissioners to operate up to 25 instant bingo machines; prohibiting the conduct of instant bingo between certain hours on Sunday; authorizing a holder of a Class NB license authorized for conducting instant bingo to issue for one game a prize with a value exceeding $100; etc. Letter of Support
HB1105    (Calvert County Request Number 7) - Job-Related Alcohol and Controlled Dangerous Substances Testing - Medical Review Officers and Preliminary Breath Tests - Authorizing an employer to use a preliminary breath test to test a job applicant or an employee for the use or abuse of alcohol; providing that a certain provision of the Act does not apply to certain employers that have entered into certain collective bargaining agreements; requiring an employer to require a job applicant or an employee to submit a blood or urine sample under certain circumstances and to submit the sample for certain testing; etc. Letter of Support

HB627    (Calvert County Request Number 11) - Calvert County - Length of Service Award Program - Death Benefits - Altering the availability of certain death benefits of a qualified volunteer of a fire company, rescue squad, or rescue dive team in Calvert County who is unmarried at the time of death if an alternate beneficiary who is a child, grandchild, or great grandchild of the volunteer has been designated; providing for the termination of certain death benefits of a qualified volunteer in Calvert County who is unmarried at the time of death under certain circumstances; and applying the Act retroactively to July 1, 2015.
