Proposed Lusby Customer Convenience Center Capital Improvement Project
Improving the Solid Waste and Recycling Service in Lusby

The Division of Solid Waste is in the process of initiating a new Capital Improvement Project to relocate the existing Lusby Customer Convenience Center (LCCC) on MD Route 765 (H.G. Trueman Road) outside of the Town Center.  The existing LCCC is directly across from the Lusby Center Shopping Center, just north of the Lusby Commons Shopping Center and in close proximity to the Lusby Hills Shopping Center on MD Route 760 and Lusby Town Square Shopping Center across from Appeal Lane.

This proposed customer convenience center is to be located north of the recently completed Southern Connector Blvd, east of the new 2 lane roundabout on MD Route 765 (H.G. Trueman Rd), west of the Mill Creek Middle School and south of Margaret Taylor Blvd.  Below please find a closer view of the proposed site plan.

How will the Proposed Site Operate?

The proposed Lusby site will access the Southern Connector Boulevard off a new spur road to be constructed between the Southern Connector Boulevard and the remaining section of the Margaret Taylor Boulevard.  Customer access to the site shall be by a one-way only entrance and exit site driveway. 

The new design calls for the construction of retaining walls to allow for recessing the solid waste and recycling collection boxes (please see photos below for examples of this type of design).  Recessing the boxes will allow for:

  • Improved customer convenience and safety by:
    • eliminating the elevated walkways to allow customers to access the recycling boxes at grade and
    • creating grade separation between the customer vehicles and the County's roll-off trucks and recycling vehicles.
  • Improved site performance by:
    • increasing the vehicle stacking compared to existing site,
    • separating the entrances for customers and County vehicles, eliminating the requirement for long site closures to switch containers,
    • reducing the traffic flow and backups within the town center, and
    • allowing for additional types of recycling (including electronics) not currently available at the existing site due to size constraints.

Responding to Citizen questions and inquiries:

  • Will this site location have a negative impact on the traffic of the adjacent Mill Creek Middle School?
    • Preliminary review of the increased traffic generation resulting from the proposed Customer Convenience Center indicate that the project will not have a negative impact on the Mill Creek Middle School.  A formal traffic study will be completed as part of the first Phase of design of this site.
  • Will this site have serious impacts on the wetlands or require the removal of many trees on this property?
    • This site is located on land that will allow the construction to stay out of any wetlands and the wetland buffer.  The site is already largely cleared of trees, as a large portion is a utility easement for power transmission.  Very few trees will need to be removed to permit the construction of this site.
