Rewriting of Sections of All Town Center Zoning Ordinances:
|
|
|
1.
|
Amend all Architectural Review Sections of the TCZO’s to make consistent with each other and to specify that decisions made by the Planning Commission regarding Architectural Review applications shall be appealed to Circuit Court (rather than to the Board of Appeals, as currently required).
|
|
|
2.
|
Amend all age-restricted housing provisions of all Town Center Zoning Ordinances to include consideration of the following options: Option 5A: Do not exempt Age-Restricted Housing Communities from the requirement to purchase TDRs. Option 5B: Waive up to 50 percent of the TDRs if the units are handicapped-adaptable. Option 5C: No change. (Waive 100% of the TDRs.)

Amend all Town Center Zoning Ordinances to update references to the Calvert County Zoning Ordinance that have been changed as a result of the rewriting.

Amendments to the Calvert County Zoning Maps. Note: The Zoning Maps are available for viewing at the Department of Planning & Zoning Offices during regular business hours (Mon.-Fri., 8:30 a.m.-4:30 p.m.). Address: County Services Plaza, 150 Main Street, Prince Frederick, Maryland.

Amend the Calvert County Zoning Maps to reflect the combination of the Resource Preservation District (RPD) and the Farm Community District (FCD) into one Zoning District entitled, Farm and Forest District (FFD), adopted by the Board of County Commissioners on December 20, 2005.
|
|
|
2.
|
Amend the Calvert County Zoning Maps to reflect the combination of the Single-family Residential District (R-1) and the Multi-family Residential District (R-2) into one Zoning District entitled, Residential District (RD) adopted by the Board of County Commissioners on December 20, 2005.
|

D.
|
Amendments to Articles 1-3 (which were the subject of a Public Hearing on August 9, 2005)
|
|
|
1.
|
Amend parts of Article 2, Zoning Districts & Maps, and parts of Article 3, Land Uses by Zoning District, to reflect the combination of the Resource Preservation District and Farm Community District, as well as the combination of the R-1 and R-2 Districts.
|
|
|
2.
|
Add uses to the Land Use Charts in Article 3 that were not part of the August public hearing:
|
|
|
|
a.
|
Apartments over Businesses in the RC, MC & EC Districts
|
|
|
|
b.
|
Duplexes, Triplexes, and Fourplexes in the Rural Community District
|
|
|
3.
|
Reconsider specific uses that were proposed at the August public hearing but were excluded from Articles 1-3 when adopted by the County Commissioners on December 20, 2005. These include:
|
|
|
|
a.
|
Concentrated Animal Feeding Operations (CAFO’s). New thresholds are proposed for the minimum and maximum number of animals allowed.
|
|
|
|
b.
|
A 20-acre minimum lot size is proposed for uses that may be permitted on lots within subdivisions. (The minimum lot size considered at the August 9, 2005 public hearing was 5 acres.)
|
|
|
4.
|
|
|
|
|
a.
|
Specify that communications towers and antennas may not interfere with or degrade any public authorized or allocated frequency in use or certified, including the frequencies used by public safety, the school system, and other County and State agencies (the current regulations specify public safety networks only); and
|
|
|
|
b.
|
Update Land Use Chart for towers and antennas based on changes to Zoning Districts.
|
|

Because the changes are comprehensive and numerous, it is not practical to list them all in this notice.
