ST. LEONARD MASTER PLAN & ZONING ORDINANCE UPDATE
(see below for info on past meetings)

  • Status of Master Plan Update:  The Calvert County Planning Commission & Board of County Commissioners will hold a joint meeting to discuss a preliminary third draft of the St. Leonard Town Center Master Plan the evening of Tuesday, January 17, 2011, at the Courthouse Square, 205 Main Street, Prince Frederick.  To view the agenda and to access links to the January, 2012, draft plan and cover memo, click here

  • The Calvert County Planning Commission & Board of County Commissioners met in a joint work session to discuss a preliminary third draft of the St. Leonard Town Center Master Plan on December 6, 2011.  To view the draft plan and cover memo, go to the Planning Commission's calendar and select the December 6, 2011 work session link, click here

  • The Calvert County Planning Commission is currently preparing a revised draft plan (the third draft).  The Commission has discussed the preparation of the third draft at its meetings on January 19, February 16, March 23, May 18, and June 22, 2011.  The Commission reviewed comments on the second draft of the St. Leonard Town Center Master Plan at its meetings on June 23, July 21, August 18, September 22 and October 20, 2010.  For more details on Planning Commission's 2011 meetings, click here.   For more details on the Planning Commission's 2010 meetings, click here.

  • August 18, 2010, Planning Commission Meeting:  The Commission voted to close the public record as of August 18, 2010.  The initial public comment period was extended from June 1, 2010 to June 15, 2010.  Additional comments were received and were accepted after June 15, 2010.  There will be additional opportunities for the public to comment on the draft Master Plan.
  • August 3, 2010 Joint Work Session:  The Board of County Commissioners postponed the Joint Work Session on the St. Leonard Master Plan & Zoning Ordinance with the Planning Commission, at staff's request, to give the Planning Commission an opportunity to review and discuss comments that had been received on the draft of the Master Plan and Zoning Ordinance. 
  • July 19, 2010 Public Forum:  Staff held a Public Forum on the Update of the St. Leonard Town Center Zoning Ordinance.  The St. Leonard Town Center Master Plan was reviewed as well.  Use the links below to view the slideshows presented and the drafts of the Master Plan and Zoning Ordinance:
  • July 21, 2010 Open House:  The Department of Planning & Zoning held an Open House on the Second Draft of the St. Leonard Town Center Master Plan and Sets 1, 2 & 3 of the Zoning Ordinance Update at the Dowell Community Center (3 p.m. - 6 p.m.)
  • June 15, 2010 Open House: The Department of Planning & Zoning held an Open House on the Second Draft of the St. Leonard Town Center Master Plan and Sets 1, 2 & 3 of the Zoning Ordinance Update at the St. Leonard Fire Department (2 p.m. - 3:30 p.m.) and the Dowell Community Center (6 p.m. - 7:30 p.m.)
  • June 15, 2010: Date for the public to submit comments on the Second Draft of the St. Leonard Town Center Master Plan and Sets 1 & 2 of the Zoning Ordinance (former due dates were June 1st & May 25th, respectively).  

  • June 7, 2010 Public Forum: Staff provided an overview of the update process, a review of the 2nd Draft of the Master Plan, and a review of Zoning Ordinance Sets 1 & 2 (released April 27th).  Staff presented Set 3 of the Zoning Ordinance.

  • May 10, 2010 Public Forum:  The Planning Commission held a Public Forum on the St. Leonard Town Center Master Plan and Zoning Ordinance.  Use the links below to view the Master Plan & Zoning Ordinance, as well as the Public Forum Slideshows:

  • June 30, 2009:  Comments on the first draft Town Center Master Plan are due.  Comments may be emailed to pz@co.cal.md.us, faxed to 410-414-3092, mailed to 175 Main Street, Prince Frederick, MD 20678, or hand delivered to 150 Main Street, Prince Frederick, MD.
  • May 18, 2009:  St. Leonard Town Center Master Plan & Zoning Ordinance Presentation - Staff made a presentation on the St. Leonard Town Center Master Plan & Zoning Ordinance Update.  Staff provided an overivew of the first draft of the St. Leonard Town Center Master Plan and a kick-off for the St. Leonard Zoning Ordinance update.  Copies of the first draft of the St. Leonard Master Plan update were distributed at the meeting.  The first draft is available on the web (see below).  Comments on the first draft were due June 30, 2009.    (Note the comment period was extended from June 15 to June 30, 2009.)

  • February 18, 2009:  Planning Commission Special Meeting, agenda includes Staff presentation/Commission discussion on the St. Leonard Town Center Master Plan Update.  More information available on the Planning Commission's web page,  click here.     Meeting was rescheduled from January 27, 2009, due to inclement weather.
  • October 29, 2008:  Development Patterns Focus Meeting - This meeting was a forum to discuss options regarding the development pattern in St. Leonard. Topics included appropriate housing density, commercial layout, ultimate Town Center build-out, and the effects of environmental constraints.  Click here to see the meeting flyer.  Interested people who were not able to attend the meeting were invited to view the slide presentation and complete the survey by November 12, 2008.   There are two tallies:  one tally is from surveys submitted at the meeting; the other tally combines those surveys with the surveys submitted between October 30 and November 12, 2008.

  • June 25, 2008:   Planning Commission hosted speaker Thomas Hylton"Save Our Land, Save Our Towns" available now.  We have good news for members of the public who may have missed Thomas Hylton's presentation in June -- We now have several options available for your convenience.   Click here for more details.  
  • Photography Survey:      Residents and business owners are invited to offer their opinions about the visual quality of the Town Center.  Participants are asked to submit up to 10 photographs (either digitally or in print) and a Photography Survey Log.  Deadline for submission was April 30, 2008.

  • April 9, 2008:   Walking Tour of the St. Leonard Town Center.  This workshop will provide citizens and business owners the opportunity to take a close look at the St. Leonard Town Center and provide input on important issues regarding the Town Center's Master Plan.  Participants are asked to bring their own cameras for a photography survey.  For reservations, call 410-535-1600 x 2356 or email pz@co.cal.md.us.
