CRIMINAL INVESTIGATIONS BUREAU
The Criminal Investigations Bureau is commanded by Lieutenant Steven Jones along with Assistant Commander Detective Sergeant Mike Moore. The Criminal Investigations Bureau includes the Calvert Investigative Team, Warrant Unit, Property/Evidence Unit, and the Records Section.
Calvert Investigative Team (CIT)
The Calvert Investigative Team (CIT) is comprised of deputies from the Sheriff’s Office, troopers from the Maryland State Police Barrack in Prince Frederick, and members of the Calvert County State’s Attorney’s Office. CIT is charged with the responsibility of investigating all serious crimes that occur in Calvert County including homicides, robberies, burglaries, serious assaults, rapes, and child abuse. Detectives from CIT also investigate more complex and time consuming crimes such as identity theft and computer/internet crimes.
Drug Enforcement Unit
The Calvert Investigative Team also includes the Drug Enforcement Unit. Detectives from the DEU work covertly to disrupt drug trafficking and distribution in Calvert County through aggressive enforcement. The DEU’s ability to disrupt drug dealing plays a significant role in the overall reduction of crime in the county. The Drug Enforcement Unit is comprised of both deputies and state troopers.
Warrant Unit
The Warrant Unit consists of one sergeant and two deputies. The unit is responsible for the service of all child support warrants and a majority of other criminal warrants and summonses issued by the courts. They are also responsible for coordinating extraditions of suspects who are arrested in other states.
Crime Scene Unit
The Crime Scene Unit is comprised of two full-time crime scene technicians. Crime scene technicians provide support to patrol deputies and detectives by processing crime scenes ranging from residential burglaries to homicides.
When responding to a crime scene, the technicians conduct a thorough crime scene investigation, photograph and collect all evidence. Evidence is packaged and preserved. If requiring analysis, it is submitted to an appropriate laboratory facility.
Records Section
The Records Section is the central depository for all incident and criminal reports written by deputies. Records Section personnel enter data from police reports into the electronic Records Management System (RMS) and coordinate the release of these reports to the public and to other agencies within the criminal justice system. Personnel are also responsible for submitting Uniform Crime Reporting (UCR) statistics to the State and F.B.I.
Polygraph Testing
The Calvert County Sheriff’s Office utilizes three polygraph examiners who administer polygraph examinations to suspects, victims, and witnesses involved in criminal investigations. In addition, polygraph examinations are part of the pre-employment background investigation process for police, corrections, and certain civilian positions.
Polygraph examinations are administered to verify the truthfulness of information and to determine the level of participation in or knowledge of a crime. The examination is administered utilizing a computerized polygraph instrument to record physiological data from the human body. A typical examination will include a pre-test interview, a chart collection phase, a data analysis phase, and a post-test interview. The information is analyzed using a computerized scoring system.
Criminal Justice Program
In 1996 a Criminal Justice Program was established at one of the local high schools. By 2000, all 3 local high schools were involved in the program. The Criminal Justice Program is for seniors who are interested in establishing a career in law enforcement. The Sheriff’s Office works cooperatively with the school system to teach students 1.5 hours per day. Since its inception, numerous students have graduated from the program.
